MAJOR TASKS:
I- Workforce Planning and Employment
Provide support to the HR Manager in conducting annual internal workforce assessments and set annual staffing plans (needs analysis and supply/demand analysis/budget analysis).
Carry out job analysis process ensuring proper job descriptions are drafted and updated for all new and current positions.
Establish relations and act as a liaison with recruitment agencies, advertising companies, career centers and universities, etc. to develop a potential skill bank for future hiring needs.
Draft and arrange placement of advertisements, internal job postings and job bidding.
Collect and manage the database of received resumes.
Short list the appropriate candidates who fit and meet the minimum requirements of each open position. Able to identify red flags and tactfully drop unqualified resumes.
Contact potential candidates and arrange interview schedules.
Identify the interviewing panel and participate in conducting the interviews.
Assist in evaluating candidates and provide the panel’s recommendations to the HR manager
Perform further background reference investigation for all possible hires.
Prepare interview matrices in close coordination with the HR manager and the hiring manager and prepare screening sheets based on World Vision core competencies.
Develop recruitment flow process and improve/ review the selection/ hiring policy and interview techniques.
Work on building the capacities of all hiring managers and interviewers in recruitment and selection areas.
Assist in the job evaluation and grading of World VisionLebanonpositions.
Develop reliable and valid selection tests/ tools/ methods to avoid selection errors.
Manage requests for internship programs. Coordinate with departments and offices on the placement of interns ensuring compliance with relevant policy.
Prepare for and participate in annual job fairs.
Update continuously World VisionLebanon’s organigram.
II- Staff Training and Development
Conduct annual training needs assessments to identify and establish the annual capacity building and training plans.
Develop/ select and implement employee training programs in coordination with all departments’ heads to increase individual and organizational effectiveness.
Evaluate the effectiveness of employee training programs through the use of different evaluation metrics.
Review, update and evaluate performance management programs / performance appraisal methods as per WVI systems and procedures.
III- HR Policies and Systems
Develop new HR policies as per WVL needs, and monitor the implementation of the old one. Ensuring all these policies are posted on Lotus Notes HR database, disseminated to all staff and integrated within the HR manual and employee handbook.
Provide advice on all policies to all managers and staff in general.
Support the operations department in the drafting of all new proposals, insuring a proper organigrams, personnel management plans, and job descriptions for every proposal is in place and in compliance with the donor’s requirements.
Revise and update policies as needed
IV- Team Building Activities
Assist in preparing and participate in staff events and HR Days to foster team spirit and commitment to World Vision’s ministry.
Actively support HR Manager in team building
EDUCATION / SKILLS REQUIREMENTS:
Education
University degree in a field related to business administration or HR management
Knowledge and Skills
Knowledge of HR administration and good working knowledge of principle of HR management
Excellent written English, with good command of spoken Arabic and English.
Ability to respect and relate appropriately to people
Excellent administrative skills
Computer literate with a high degree of proficiency and productivity.
Good interpersonal and written and oral communication skills
Maintain high level of confidentiality
Ability to clarify standards that need to be followed
Demonstrate personal integrity and trustworthiness
Ability to respect and relate appropriately to people of other faiths
Ability to develop personal networks of effective relationships
Understanding of WV core documents (vision, mission, core values, covenant of partnership and ministry policies)
Strong knowledge of Internal Human Resources policies, labor legislations and legal requirements.

Work Environment
Office-based with occasional travel to the field (25%)
Position may require functioning during a crisis situation, including during a World Vision response to a manmade or natural disaster.
