Shelter Coordinator Mosa - Beirut - She001 - G5 (Unops - Affiliated Workforce)

Working with UNHCR, and in consultation with other agencies, the Shelter Coordinator will exercise the followingresponsibilities: Assessment of shelter needs and capacity: - Together with UNHCR and other shelter aid agencies, the MoSA Shelter Coordinator will compile, analyze andmap available information on shelter needs and emergency shelter options in Lebanon (including host families,collective shelter, unfinished houses, pre-fabricated shelters, cash for shelter, support to vulnerable people innomadic dwellings), taking into account the policies adopted by the Lebanese government to address the issue ofshelter for refugees. Development of shelter strategy and implementation plan: - Develop shelter assistance methods to support Syrian refugees in different settings (including host families,collective shelters, unfinished houses, pre-fabricated shelters, cash for rent, support to people in nomadicdwellings), also taking into account support that should be provided to the local communities.- Develop funding proposals for donors to support the implementation of the MoSA Shelter Plan.- Supervise the implementation of the MoSA Shelter Plan.- Assist MoSA with the development of shelter strategy for various scenarios including contingency planning. Coordination: - Participate in the inter-agency shelter working group in all field locations and in Beirut.- Provide clear guidance to all stakeholders on the Shelter Plan so as to ensure consistency on the overall shelterresponse.- Ensure priority strategies are effected to ensure basic and essential needs of the displaced population are met. Represent MoSA in inter-agency shelter meetings in Beirut and in the field.

- Project coordination and management expertise
- University degree in shelter-related sciences (e.g. civil engineering or architecture).
- At least 10 years relevant experience in the technical/ engineering field.
- Prior experience of implementing shelter and settlement projects in humanitarian context and large scale emergencies coordinating with various operational partners.
- Previous involvement in implementation processes (including development of bill of quantities, analysis of local capacity and local markets, cost estimations etc.)
- Experience of construction management (including site supervision, monitoring, quality control, evaluation etc.) including application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process.
- Experience in developing shelter and settlement need assessments and undertaking gap analysis for development of shelter programmes.
- Knowledge of shelter and settlements-related technical guidelines, standards (including those for family, mass, communal, transit shelters), rules for adequate orientation, ventilation, static as well as rules for earthquakes, flood and natural disaster prone areas.
- Knowledge of shelter standards, as well as standards related to water/sanitation, environment and land use.
