Save the Children is scaling up its emergency response in Food Security and requires an experienced FSL Adviser to ensure quality programming is implemented. As part of these responsibilities the post holder will ensure the establishment of FSL programmes (in line with the country strategy), and ensure that humanitarian needs (by our own staff and/or as a result of how we do our work) are identified and addressed on an ongoing basis. To ensure coordination of all food, security and livelihoods activities from strategizing to action plans, implementation and monitoring. Activities will include establishment of voucher and cash systems, picking implementation sights, and calculation based transfer amounts. The FSL Adviser will report to the Emergency Team Leader, and will:
Work in consultation with the other sector advisors to ensure quality voucher programming
Finalize vulnerability criteria to be used in targeting of FSL programming
Calculate appropriate assistance amounts, based on actual market prices, required to meet program objectives
Engage with other INGOs to ensure coordination of activities, including transfer amounts and implementation sites; and advocate for appropriate transfer amounts based on calculations
Represent Save the Children at Cluster and external meetings
Contribute to the establishment of a safe and effective voucher mechanism which can be used for a variety of goods and services
verify stable access to sufficient supply in target communities
contribute to the design of vouchers;
work with logistics to find printers;
identify suppliers (follow procurement guidelines) à consider program logistics and positive market impact by engaging more suppliers;
in consultation with logistics, design and finalize contracts/MoUs with suppliers
Provide technical support to FSL teams and conduct regular monitoring visits to ensure quality programming; and conduct regular trainings for staff to build skills and capacity
Contribute to the development of registration and M&E tools, as well as databases, and ensure FSL team has a solid understanding
Write proposals for further funding opportunities as needed
Prepare sitreps, internal reports and donor reports as required
Contribute to Save the Children’s Country Strategy (including supporting the transition to recovery programming); and participate in needs assessments to be aware of current needs
