Field Officer

1.1  Context background Due to the worsening situation in Syria, the number of displaced persons seeking protection in Lebanon has increased considerably in recent months. In May 2012, 13’000 refugees were registered with UNHCR.  In late October 2012, there were 77,000 - around 30’000 are in contact with UNHCR to be registered. Most of the displaced are hosted by Lebanese families (75%). The rest live in collective shelters. Should the support provided by hosting families stop, displaced families would be on their own, become extremely vulnerable and could not cope with immediate needs (mainly shelter and food). Lebanese families and communities themselves are struggling with additional charges, especially in housing. The hosting families, initially spontaneously offering refuge to Syrian families, face difficulties in continuing to finance extra costs. In addition, families in Akkar are paying the consequences of the Syrian crisis with considerable reduction in cross-border exchanges (labour and trading) between Lebanon and Syria. The Swiss Agency for Development and Cooperation (SDC) with Mada Association is since August 2012 implementing a financial support programme for Lebanese families and communities in Wadi Khaled and Akroum areas hosting displaced people due to the Syrian crisis. The field officer will participate in the continuation of the financial support programme for families and communities hosting displaced. 1.2 Objectives of the programme The aim of the SDC Programme is to improve capacities and socio-economic conditions for Lebanese families and communities for hosting displaced Syrians in Akkar region, north of Lebanon. 2.  Specific Duties and Responsibilities -       Make timely visits to the beneficiaries -       Represent and explain the project and its objectives correctly to beneficiaries, authorities and third parties when applicable -       Report, based on guidelines established by the database manager and the programme management all the required information from the field -       Compile Who, What, Where information (WWW) -       Support the office in the analysis of processed data and information COORDINATION -        Participating in the coordination bodies and playing an active role where appropriate. -        Coordination with direct line managers 3. Working environment The SDC Beirut internal regulations as per the operational manual and others are to be respected at all times.  Working language is English. Duty station is Qobeiyat, Akkar 4. Profile Knowledge required ü  BA in social sciences or other disciplines related to the profile. ü  Experience in Fieldwork with international and/or local NGOs ü  Management and organization of Field teams ü  Experience working in Akkar (Wadi Khaeld, Akroum) ü  Good communication and conflict management skills ü  Experience with donor agency is a plus ü  Language: Arabic and English mandatory Skills required ü  Information processing ü  Decision-making ü  Anticipation ü  Organisation ü  Management ü  Implication ü  Initiative ü  Adaptability ü  Relations ü  Teamwork
