Save the Children International (SCI) Lebanon country office, through funding from the Swiss Agency for Development and Cooperation (SDC) and the management of the United Nations Children’s Fund (UNICEF), has started implementing a Disaster Risk Reduction (DRR) pioneer project for 24 public schools and in the ministry of education and higher education (MEHE). As a pilot project, an innovative scope of work has been implemented applying international Federal Emergency Management Agency (FEMA) and United Nations International Strategy for Disaster Reduction (UNISDR) DRR standards.
SCI’s DRR Project covers multiple deliverables including:
Awareness inside the schools and the ministry, inserting DRR principles and guidelines in the Lebanese curriculum.
Installing a user friendly and efficient GIS web-based application inside the Ministry that would support the decision makers in the prevention-response-recovery cycle, as well as
Conducting beginner-advanced-Tot workshops as well as live earthquake simulations.
In order to incorporate the DRR culture and awareness within the ministry of Education, the DRR officer will be responsible to:
Train/organize trainings for selected members within the MEHE to become Trainer of Trainers around topics of DRR and emergency response.
Organize orientation sessions on DRR with various departments of the Ministry of Education.
Develop and maintain key project information including context analysis and needs assessment.
The DRR Officer is required to build an effective relationship and strategic partnership with key personnel of relevant stakeholders (MEHE, UNICEF, UN-ISDR, UNDP, other INGOs, and DRR corporate organizations) that will support project implementation and achievement of its objectives.
Conduct awareness and training sessions inside schools targeting students, teachers, and parents.
Identify the most vulnerable schools and conduct adapted disaster drills and emergency simulations.
Insure that the project is effectively and efficiently managed, monitored, evaluated. Oversee the regular monitoring, evaluation and positive result assessment of project activities.
Document post-training evaluations; develop timely progress and final reports as required.
Ensure that project lesson learnt documentation and project data-base is updated and maintained properly.
Build a database of DRR consultants in the Lebanese and regional community.
Coordinate and build strong relationships with the Ministry of Education.
Report both narratively and financially to save the children and corresponding donors.
Forecast, in collaboration with the finance department, and manage the project budget.
Raise awareness about DRR within the Donor community.
