Water, Sanitation And Hygiene Promotion Coordinator

  Objectives   The WASH Coordinator ensures the monitoring of qualitative and operational aspects of the mission’s WASH programmes on a day-to-day basis.  He/She manages the project managers of WASH projects jointly with the relevant Head of Base.     Tasks and Responsibilities Tasks and responsibilities 4   Programmes : He/She coordinates the WASH teams jointly with the relevant Head of Base  and ensures the operational and qualitative aspects of programmes are put into practice properly (monitoring of objectives, respecting due dates and budgetary provisions, quality control). 4   Evaluation / Strategy / Development: He/She participates, for his technical sector, in creating an operational strategy and suggests new operations according to needs identified at base and mission level. He strongly participates (in coordination with other national coordinators and the relevant Head of Base) in the design and implementation of assessments and in the design and overall project cycle management of all Shelter and Infrastucture projects at mission level.   4   Human resources: He/She manages the teams operating on WASH (recruitment, defining objectives, and evaluation). 4   Representation: He/She ensures and coordinates the PU-AMI’s WASH representation at mission level with partners, donors and different authorities. 4   Coordination: He/She ensures that information is efficiently communicated between the WASH teams and other teams (support, programs…) and he ensures a proper coordination and information sharing with other national level coordinators (Log, Admin, Shelter and Infrastructure…) 4   Logistical, administrative and financial monitoring: He/She makes sure that logistical and administrative procedures are respected by the WASH teams and alerts/relays this information to the logistical and administrative coordination team.  Specific objectives and related activities 1.          PARTICIPATING IN DEFINING AND ENSURING PROGRAMMES ARE ESTABLISHED, MONITORING THEM UNTIL THEY ARE COMPLETED 4   He/She ensures that WASH programmes (reaching objectives, monitoring of timetables, respecting activity schedules, budgetary monitoring, contractual reporting etc) are properly carried out and reports issues to the relevant Head of Base and the Head of Mission. 4   He/She alerts the Head of Mission in cases where delays in carrying out WASH programmes have been identified and suggests adjustments (in terms of activities, operation area, budget, schedule etc). 4   He/She, jointly with the relevant Head of Base, leads the WASH components of assessments and proposal making processes (techncial design, financial design, support needs…) 4   He/She, jointly with the relevant, Head of Base, ensures that donor reporting for WASH projects are prepared timely and qualitatively. 4   He/She encourages coordination between different sectors and departments on the field (operational meetings, functioning reports etc) and ensures efficient circulation of information between the WASH teams and other departments. 4   He/She ensures that WASH  teams respect PU-AMI’s procedures and formats and are in compliance with the PU-AMI’s operation policy. 4   He/She leads and ensures an Institutional Knowledge Building strategy for WASH interventions and defines, with the HoM the relevant documents and tools to be produced. 2.          PARTICIPATING IN THE DEFINITION OF AND THE REVISION OF OPERATIONAL STRATEGY 4   He/She participates in preparing a mission Strategy for the sector he/she is responsible for.  In order to do this, he/she involves local and international teams under his/her supervision by encouraging reflection workshops, in which he/she will make recommendations/suggestions to the coordination team. 4   He/She participates in the follow up of the humanitarian situation in the country and reports needs to the Head of Mission 3.          SUPERVISING AND MANAGING LOCAL AND INTERNATIONAL TEAMS IN HIS/HER OPERATION AREA 4   He/She is, jointly with the relevant Head of Base, the direct manager of the WASH project managers (or the Area Project Managr when the position exists) at mission level. 4   Thus, he/she writes and authorizes job descriptions before sending to the relevant Head of Base.  He/She carries out or delegates personnel interviews.   He/She contributes to work meetings, mediates potential conflicts, and defines priorities and activity schedules. 4   He/She may be involved in the recruiting of the members of his/her team, and he/she participates in making a decision to end the contract of the members of his/her team. 4   He/She ensures and/or supervises the continued training of the local and an international member of his/her team (organizational, methodological and potentially technical support), participates in the identification of training needs and recommends training action internally or externally. 4.          PARTICIPATING IN THE MANAGEMENT AND SAFETY OF GOODS AND PEOPLE IN HIS/HER OPERATION AREA 4   He/She ensures that the WASH teams are properly providing safety and security information to the relevant Head of Base and that alerts or useful information is communicated in an appropriate way. 4   He/She makes sure that PU-AMI safety rules are established on bases where he/she is responsible for programme supervision.  He/she also alerts the relevant Head of Base and the national coordination team if gaps are observed in order that corrective action should be taken.   5.          ENSURING THE CIRCULATION OF INFORMATION AND THE REPRESENTATION OF PU-AMI 4   He/She ensures information is efficiently communicated between the field and the national coordination. 4   At the request of the Head of Mission, he/she participates in coordination meetings and is an active attendee of these meetings. 4  He/She coordinates, under the supervision of the Head of Mission, the WASH representation of PU-AMI among partners, donors and different authorities at mission level.    6.          MAKING SURE PROCEDURES ARE RESPECTED AND FACILITATING THE LOGISTICAL, ADMINISTRATIVE AND FINANCIAL MONITORING OF HIS/HER OPERATION AREA In terms of logistical, administrative and financial monitoring, he/she is involved to the extent at which his/her involvement effects the realization of WASH projects.  All the same, his/her involvement is limited to making sure information is communicated to the national coordination team, the administrative and logistical coordinators, as guarantors that the procedures are respected, and as functional references for the Head of Base for any logistical or administrative question. 4   He/She makes sure that logistical, administrative and financial procedures are established for WASH projects and alerts the relevant Head of Base and the coordination team if gaps are observed in order that corrective action may be taken.
