Cash Project Officer

  NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020.  MISSION CONTEXT Following the year long crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the boarder.   In Bekaa, Handicap International aims to improve the coverage of basics and specific needs of the most vulnerable people affected by the crisis at the community level, and by developing a tailored response to improve conditions of life during winter period. In Tripoli, Handicap International aims to provide direct support to syrian injured refugies at hospital and community level. Besides, HI aims to improve the coverage of specific needs for vulnerable persons in the North. ACCOUNATBILITIES   Line manager: Program Manager Line manager+1: Field Coordinator Team managed: 6 outreach workers + 1 database assistant (optional)   General objective of the position: Assist the management of the disability and vulnerability focal point project for population affected by the Syrian crisis, and especially the most vulnerable ones within the refugees communities. Tasks and responsibilities: Based in Zahle, with daily movements on the field, under the direct responsibility of the program manager, you will be in charge to ensure:  Liaison with local and international stakeholders, authorities and conflict affected families -       At field and coordination level, after validation of the program manager, meet on regular basis the different stakeholders (INGO and local associations, religious leaders, authorities and conflict affected families) -       Create and maintain a strong network in the area of operation -       Create a data collect system of very vulnerable conflict affected families par area -       Identify the relevant location and system for distribution -       Support PM with external coordination when needed. Identification of very vulnerable conflict families in needs of cash assistance -       Ensure effectiveness of the identification system of vulnerable conflict families in needs of cash assistance -       Ensure adapted training of the outreach team to strengthen their capacity and quality of assessment to identify the needs -       Develop and follow on complementary identification by others HI team as (DVFP, Hotline…). -       Organize a relevant geographical system of assessment to ensure regular visits and monitoring of movements -       Coordinate with other DVFP project officers, the Referral Focal Point and team to ensure a strong zonal approach. -       Ensure respect of internal processes in the identification and assessment of potential beneficiaries -       Plan the distribution of ATMs to the beneficiaries, ensuring the confidentiality and protection of the beneficiaries; -       Ensure the beneficiaries are regularly contacted before any cash upload and that they are still in possession of the requirements for receiving the upload.   Data collection and management of conflict affected families   -       Responsible of the quality of the data collected by the outreach team, in link with the database assistant -       Ensure datas are daily provided to data assistant, and properly transferred -       Ensure database is updated according to M&E feedback and outreach monthly crosscheck -       Support team at field level with analysis of collected information to improve consistency -       Guarantee consistency of project archive including assessment forms, distribution lists and donation certificates -       Supervise and support the data entry and the database assistant -       Ensure the quality of the database and its consistency with the data collected by the teams -       Produce reports on beneficiaries service provision and all the needed documents for internal cash procedure. -       Provide PM with project data as far as requested Organization of the team work -       Responsible for the planning of the team on the field : organization of the weekly planning of activities of the team, taking into account the link with other DVFP teams, and the objectives given by the PM -       Transmission of the weekly planning to the line manager and reporting of the progresses against it -       Facilitate daily meeting with whole DVFP team to coordinate the work Participate in the analysis and reporting   -       Participate to a qualitative analysis of the different kinds of issues related to basic needs, and specific needs in link with DVFP -       Participate to report with the tools and the internal system all issues identified -       Be part of a constructive holistic team work to develop a very qualitative analysis and response for the most vulnerable persons including people with disabilities Ensure the work quality of the team and the network of identification:   -       Ensure that identification system is efficient -       Organize and participate to regular field visits -       Ensure, information collected on the field correspond to the real needs -       Organize training/refreshment when needed Reporting:   -       Ensure data collected by outreach workers are transferred to database assistant -       Send weekly reports to the PM and send every week all the reporting tools used and updated during the week -       Send minutes from all the meetings and discussions with external actors -       Send any other report upon PM request -       Report any constraints or problems faced with the team and external actors before taking any action -       Report without any delay any security issue   Representation to coordination meeting : -       On delegation of the project manager: Participate to the humanitarian coordination meetings if relevant Bilateral meeting with international and national stakeholders   Administrative and logistic activities   -       Take notes from Action Plan -       Follow on his team as line manager, including appraisal, reporting HR issues (…) -       Preparation of PSR & PO's related to cash program. -       Weekly movement plan to be sent to logistic. Demonstrate an ethic and professional practice:   -       Respect beneficiary confidentiality. -       Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners. -       Address needs and requests in a professional way. -       Report any incident or act that causes any harm to beneficiary or to others. -       Always interact with children with the presence of their parents or caregivers -       Always respect a refusal of treatment.
