Community Services Assistant G4 (Cms005)

Work in close collaboration with the UNHCR Team Leader and the Community Services Associate in the Bekaa, under the guidance and supervision of the Associate Community Services Officer inBeirutwho, in turn, reports to the Deputy Representative; Work in close collaboration with the Community Services Associate who, in turn, reports to the Representative;  Assist in the assessment of the general social conditions of refugees and their needs for social service, such as counselling, medical, financial and education assistance, with particular attention to persons with specific needs cases. Provide individual counselling to refugees needing such assistance; Provide counselling, referral and protection services to refugees presenting themselves at the office; Carry out best interest determination and assessments for unaccompanied and separated children; Assist in conducting research and assessment of local and community resources for planning and implementation of assistance particularly in medical services, education and self-help activities; Assist the refugee community to identify its own needs, to establish priorities and to meet these needs through developing self-help groups; Assist in the formulation of project proposals based on the results of evaluations carried out; Ensure that referral to other agencies and services corresponds to the genuine needs of the refugees seeking UNHCR assistance and to the guidelines and procedures agreed with the agencies concerned; Liaise and coordinate with officials of relevant institutions involved in planning and implementation of assistance to individual refugees; Liaise with operational partners to ensure effective coordination of the referral and counselling services offered at the duty station; Liaise and follow-up with the Protection and Resettlement units on the situation or status of designated individual cases, as well as on issues related to legal support and durable solutions, as needed; Participate in the establishment of referral and coordination mechanisms among governmental institutions, local NGOs and institutions that are providing support refugees in Lebanon in identified key areas, in consultation with others; Assist in monitoring the activities of implementing partners and provide technical guidance in areas of community services, education, health, SGBV, etc.; Monitor the effectiveness of assistance activities delivered by partners supported by UNHCR. Provides necessary advice to ensure that activities are well coordinated and meet the specified objectives. Keeps the Programme and Community Services units informed in case of any further actions required;  Devise and facilitate in training activities/ workshop organized by the Community Services unit and any relevant activities that enhance implementation of the Age, Gender, and Diversity Mainstreaming approach and the community development approach in all aspects of UNHCR operation; Contribute to the regular reporting requirements on issues related to community services, children, education, gender mainstreaming, elderly etc.; Participate in advocacy efforts, i.e. in preparations for World Refugee Day, HIV/AIDS day, Marathon etc.
