Education Project Coordinator (Syrian Refugees Response)

WORK CONTEXT / BACKGROUND:   Starting April 2011, an influx of Syrian Refugees fleeing military violence and onslaught crossed the Lebanese borders to seek shelter and refuge in the Northern Areas of Lebanon. Shortly after, the refugees started appearing in the Bekaa region. World Vision Lebanondecided to address the urgent survival needs of disaster-affected families and their children in the Bekaa in coordination with the international and local organizations intervening in the area.     MAJOR TASKS: Work with the Program Officer, the project manager, and the education working group lead by UNHCR in assessing, designing and planning education projects with the involvement of the addressed community and according to identified needs, WVL country strategy and donor requirements. Set the annual operating plan and budget in coordination with the DME unit, project manager and the response accountant Lead the community in implementing the education project activities with support from community volunteers, field interns, Community-Based Organizations, stakeholders, external consultants and World VisionLebanonstaff as needed. Interacting regularly with project manager and NO education sector specialist to seek technical guidance and expertise regarding project related issues. Responsible to identify convenient locations for remedial classes in the Bekaa for Syrian refugees children (Age 7-11) Assist in recruiting teachers to give classes and provide the needed technical support to them in the preparation during the implementation of the remedial classes Monitor the implementation and progress of the project(s) according to approved stated objectives, plan of action, budget and record progress by working closely with the Design, Monitoring, and Evaluation unit and the project manager. Participate periodically in evaluating the impact of the project on the beneficiaries with support from the DME unit.   Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate the project’s implementation processe effectively Prepare and organize community based activities including workshops, trainings, and other events in coordination with relevant stakeholders and WVL subject-matter experts Build a database of trainers, suppliers, companies, NGOs and others which may support with the implementation of the project. Prepare monthly, quarterly and annual progress reports (financial and operational) on the proceedings of the project(s). Keep and file records and correspondences related to the project Coordinate with the Communications department at the National Office for story coverage at the project level. Monitor expenditures and budgets and track activity expenses; ensure that appropriate action is taken in a timely fashion Represent World Vision when requested and is necessary. Coordinate all education related activities with education stakeholders Partcipate regulary in the education cluster meeting Participate in education working group for the response with other stakeholder Communicate effectively WV’s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear Strengthen the relationships between stakeholders and beneficiaries by creating a network between partners of the community (local NGOs, churches, associations, etc.) and community members. Communicate potential project proposal ideas with project manager and the DME unit to further the impact of the existing project. Work on developing new concepts and supporting program officers in drafting new proposals writing as per the identified needs. Coordinate with the advocacy manager and the education specialist in relation to lobbying effort with the ministry of education Lead meaningful child participation at the community level Assist in identifying, reporting and responding to existing and potential child protection threats at the community level. Develop and maintain relations with key stakeholders and ensure representation and participation in related advocacy coalitions and networks at the area level. Prepare list of items to be purchased (PRF) on a monthly basis and coordinate with the Procurement officer Carry out public relations activities, which include accompanying foreign visitors and donors to the project (once needed, on occasional basis).     EDUCATION / SKILLS REQUIREMENTS:             Education University degree in a field related to community development work (preferably in a field such as social work, sociology, public health, education etc.) Knowledge and Skills Very good command of written and spoken Arabic and English. Computer literate in Microsoft Office package. A member of the community or acquainted with the Bekaa context Ability to work under pressure. Excellent interpersonal and communication skills Good facilitator and problem solver ability to work with people from different cultures, and backgrounds and ability to deal with vulnerabilities     Experience Experience in project management and budget management Minimum of 2 years experience in community relief work.               Work Environment: 60% field work and  40 % office work Position requires in-country travel Position requires availability and willingness to work outside regular office hours occasionally.
