Researcher Part Time To Conduct A Study

Terms of Reference   Rights based Mapping Study of NGO’s working in prisons   ‘Promoting Human Rights Policy and Practice in Lebanese Women’s Prisons’ is a project implemented by Diakonia in partnership with Dar Al Amal, RDFL and Caritas MigrantCentre, and funded by the European Union. The project will target the 4 women prisons in Lebanon located in Tripoli, Baabda, Verdun, Zahle and aims to improve the conditions in women’s prisons in Lebanon to meet international human rights standards, by developing the competence of prison authorities to uphold human rights of women detainees and prisoners, enhancing the legal and social support to women detainees and prisoners to claim their rights and report abuses, mobilising civil society stakeholders regarding gender equity and human rights considerations in prison management and presenting amendments to prison law to the parliament. In the framework of this project, Diakonia and itspartners, are commissioning a research consultant to conduct a human rights-based mapping study. The objective of the study is to identify NGO’s working in prisons, map the services they provide, and gaps based on international human rights standards. Methodology The consultant will develop a questionnaire and conduct interviews with service providers in all prisons (approx. 20), interview prison authorities/staff and interview sample inmates in all 4 women prisons. The consultant will analyze the data collected on services and gaps with special emphasis on women prisons. The study is expected to be finalized within 3 months at most from signing of the contract. Deliverables -          Work plan within one week of signing the contract -          A questionnaire for the interviews -          Draft analysis report of findings(subject to organizations review and comments) -          Presentation of findings to partners and relevant stakeholders -          Updated database on service providers -          Final analysis report Qualifications -          Degree in International law, International Affairs, or related field -          At least 5 year experience in working in prisons -          Experience in quantitative and qualitative statistical analysis -          Knowledge of international human rights laws pertaining to prisons -          Fluency in English and Arabic -          Excellent written and spoken language skills are essential -          Demonstrated writing skills for different audiences   Interested and qualified candidates please send your CV and cover letter to hodakara1@gmail.com by August 5, 2012.
