Response & Advice
- In coordination with the Associate Protection Officer, technically supervise the border and protection monitoring and ensure individuals have access to asylum system.
- In coordination with the Associate Protection Officer, technically supervise the on-going registration operation and the management of the individual cases with protection concerns (torture, trauma, SGBV, domestic violence…) and with specific needs to be addressed.
- Report and document any violation of refugees’ rights and ensure proper follow-up in coordination with the Associate Protection Officer
- Coordinate with local actors and interact with local authorities
- Attends to all asylum-seekers and refugees’ queries and takes further action where necessary
- Provide input to protection reports and other as required
- Participates in training sessions as resource person
- Performs other duties as required.
- Mainstream age, gender and diversity in all areas of work, and ensure the full participation of persons of concern in matters relating to their own protection.
- Together with the Associate Protection Officer, contribute to define appropriate interventions that address population needs according to UNHCR policies;
- Liaise with relevant local authorities or NGOs when the rights of persons of concern are violated, including in cases of refoulement, expulsion or forced return, arbitrary arrest and detention.
- Meet with and interview persons of concern to identify protection needs and to provide
counseling, including in detention. When counseling persons of concern, decide on the content of information and advice to be shared.
- Pay special attention to specific protection issues pertaining to sexual and gender based violence (SGBV), unaccompanied and separated children (UAC/SC), detention cases, etc. Report on these issues and ensure that identified persons are part of the existing referral systems to ensure effective and timely response to the needs.
- Assist in monitoring the effectiveness of protection/assistance activities delivered by partners supported by UNHCR, especially to persons with specific protection needs (women at risk, children at risk etc.). Provide necessary advice to ensure that activities are well coordinated and meet the specified objectives. Keep Associate Protection Officer and other functional units (Program and Community Services) informed in case of any further actions required.
- Provide support for protection-related activities, such as registration, distribution, verification exercise, as needed.
- Participate in relevant field coordination meetings
- Undertake other tasks as required.
Promotion and Capacity Building
- Support capacity building initiatives and awareness activities organized by the Protection and Community Services Sections as needed.
- Assist in promoting and disseminating refugee law, refugee-related legal standards and principles with law enforcement officials, immigration and border authorities to strengthen the capacity of those entities in protecting refugees and others of concern.
Advocacy and Research
- Contribute to the regular office reporting requirements on issues related to protection, access to asylum, security and safety, freedom of movement, detention, women and children at risk, etc., as well as on individual cases followed by the Protection Section. Maintain records and provide written updates and recommendations on the situation.
- Contribute to update relevant databases and compile statistics on protection as per UNHCR’s global standards and requirements.
