Grsp Mena Regional Coordinator

Purpose   Coordinate a programme of capacity building, knowledge sharing, and road safety demonstration projects on behalf of the Global Road Safety Partnership- Middle East and North Africa (GRSP MENA), managed by the Global Road Safety Partnership (GRSP) – a hosted programme of International Federation of the Red Cross and Red Crescent Societies (IFRC).   Report to the GRSP via the GRSP MENA Region Manager.   The GRSP is a hosted programme of the International Federation of the Red Cross and Red Crescent Societies (IFRC) based in Geneva and governed by a Steering Committee of its members.  GRSP was formed in 1999 and the members are committed multi- and bi-lateral development organisations, governments, businesses and NGOs, dedicated to the sustainable reduction of death and injury on the road, with a particular focus on low and middle income countries.   GRSP concentrates particularly on creating and supporting partnerships that implement front line road safety projects that influence reductions in death and injury by changing road user behaviours.  To support these activities, GRSP also has a role in advocacy and is a source of knowledge and good practice in all aspects of road safety. It develops partnerships to undertake road safety initiatives in a number of countries. Further information on the organization and its work is available at www.grsproadsafety.org. GRSP is moving towards a regional structure in its activities and the full time Regional Partnership Co-ordinator will be working with local Focal Points and members from countries in the MENA region. Focal points and members could be either from governments, private sector or NGOs.   The GRSP MENA work will be planned and implemented following the general principles and terms of the agreement between the GRSP and the MENA Zone Office.         The MENA Road Safety Partnership Co-ordinator will work to:  1.      Develop and manage programmes under the supervision of GRSP Regional Manager and in close coordination with the MENA Zone Office.  1)      Key activities include: -          contribute to the overall strategic planning of GRSP MENA; -          liaise with key regional and national stakeholders to develop a short-term and long-term programme of projects; -          together with the GRSP Regional Manager, arrange for technical input to Partnership projects when required; -          identify suitable contractors to deliver the projects to quality required; -          organise and manage implementation of the programmes through contracted agencies; -          monitor implementation to ensure quality requirements are met; -          organise evaluations of the projects (can be in cooperation with the contracted agency, but has to be independent ).  2)      Develop strong relationships with relevant regional, national, and local organisations, companies and governmental authorities in agreement and in line with the policy of the MENA Zone Office and gain necessary approvals and support for the GRSP MENA programme.  3)      Cooperate effectively with the MENA Zone office of IFRC in order to support and extend the IFRC Zone road safety programmes.  4)      Establish communication processes with various partners. Relations with partners and membership have to be based on the principles of the RC/R C Movement and be established in line with the Code of Conduct. They shall not undermine the independence of GRSP MENA and the IFRC as the hosting organisation. They shall also not present a risk to the role and auxiliarity of the national Red Cross or Red Crescent Society in the country of implementation. Partnerships with national Red Cross or Red Crescent Societies will be only developed if supported by the MENA Zone Office and shall be planned in close cooperation with the MENA Zone Office.       5)      Develop GRSP MENA identity and communication material in coordination with communication officers in GRSP and IFRC MENA Zone Office.  6)      Develop with the Regional Manager appropriate road safety workshop(s) and training programme(s) in close cooperation with the IFRC MENA Zone Office and the respective National Red Cross and Red Crescent Societies. Key activities include: - identify existing training programmes ; - identify existing training organisations/trainers which/who can contribute to the programme – with particular focus on national red cross and red crescent societies; - carry out a review of training needs and national training strategies and incentive schemes; - identify existing courses and trainers suitable for GRSP MENA; - identify new courses required and organisations capable of developing and running courses; - develop short and long term programmes of training courses linked to needs, national training strategies, incentive schemes and other donor programmes; - organise preparation and delivery of the courses by identified training centres and coordinate their evaluation; -organise training of trainers as necessary; and -prepare evaluation reports.  7)      Manage the GRSP MENA budget (with the exception if the EU funded programme): - prepare accounts as agreed and guided by GRSP regional manager following the procedures of the IFRC financial management system. - develop and maintain an overview of the member contributions and other contributions to the Partnership.  2.      Provide regular progress reports to GRSP HQ and the MENA IFRC Zone Office via the Regional Manager.  1)    Prepare and submit mid-year and end-of-year progress reports. 2)    Provide special reports to key partners if agreed. 3)    Make presentations to partners as required.  3.      Promote GRSP MENA activities through the media, press, partners and GRSP information outlets.  In close coordination with GRSP and IFRC communication officers: 1)    Organise media events; 2)    Prepare press releases; 3)    Prepare articles for GRSP Newsletter, Annual Report and the GRSP website; 4)    Prepare articles for IFRC, Shell, and future partners; and 5)    Make presentations at conferences.  Duties applicable to all staff 1) Actively work towards the achievement of the Federation Secretariat’s goals. 2) Abide by and work in accordance with the Red Cross/Red Crescent principles. 3) Perform any other work related duties and responsibilities that may be assigned by the line manager. 4) Undertake local, regional and global travel as required.  A flexible approach to work is required as some out of hours demands may occur. Ensure all aspects of work, activities, and procedures are in accordance with the procedures of the International Federation of Red Cross and Red Crescent Societies and within the guidelines of GRSP.   Lateral relationships  1) Establish and ensure effective working relationships with the IFRC zone office, delegates, National Society and key stakeholders at all levels. 2) Ensure effective working relationships with expert groups and service departments at regional and Geneva Secretariat levels. Experience: 1) Minimum 8 years’ experience in a managerial or project management position 2) Experience of working with senior officials of government and international agencies 3) Experience of managing budgets 4) Minimum 3 years’ experience of developing and organizing capacity building/training programmes 5) Experience of road safety related projects (preferred) 6) Previous experience in a humanitarian aid organization (preferred) Skills - Knowledge; 1) Strong communications and persuasion skills 2) Project management: able to control programmes and contracted parties to meet ambitious deadlines 3) Capacity building: familiar with approaches for assessing training needs and developing effective training programmes for professional staff 4) Demonstrated experience in the public health/humanitarian field including project formulation, implementation operations in association with government at different levels. 5) Demonstrated expertise in the development and delivery of programmes that engage a range of sectors such as police, transport, engineering, academic, politicians, education, business and civil society. Report writing:  able to write reports in clear and simple English and French 6) Computer skills: Self-supporting in computers 7) Road safety issues: Objective knowledge about road safety problems and qualified driver (prefererred) Competencies: 1) National Society Relations and customer service skills; results-and solution focus and accountability, teamwork, communication skills, professional standards, leadership and managerial effectiveness 2) Strong commitment to humanitarian principles: Sensitive to humanitarian issues and committed to GRSP and Movement’s fundamental principles.
