Consultancy Recruitment - External Evaluator Mental Health Programm (Mhp)

Tasks and Duties: The Evaluator is asked to carry out an external evaluatin which will involve: 1- Deciding on work methodology 2- Producing a work Schedule (arrange logistics and appointments) 3- Reading the background material with the aim of getting briefed on the different projects of the programme 4- Arrange meetings with the MHP senior team at ARC 5- Effectively assessing the work done in relation ot phase objectives and targeted project potentials 6- Assessing the results and the outputs of the programme (compared to the initial log frame and proposed objectives, indicators, and outputs), wihich involve:     i- Camparing planned outputs to achived ones     ii- Comparing achived output responsiveness to justification/needs     iii- Measuring log frame development dynamics with actual needs 7- Drawing conclusions (highlighting strengths and weaknesses) and lessons learned and making recommendations as per the above activities 8- Formulating clear and operational recommendations to the MHP's next phase 9- Producing a draft report and submitting the first draft by 3rd September 2012 to ARC for consultation 10- Intergrating ARC's comments (either by adapting draft, or by explaining why comments are deemed non-justified 11- Producing a consolidated final draft report by 24th September 2012. * BA or an equivalent university degree
* Profound knowledge and understanding of the concepts and notions of mental health
* Demonstrated experience in conducting evaluations of Mental Health and Psycho-social support projects
* Significant experience in design, implementation, monitoring and evaluation of programmes
* Good communications skills and experience of workshop presentation and facilitation
* Ability to write clear and useful evaluation reports
* Fluent in English and Arabic (final report should be written in English)
* Ability to manage the available time and resources and to work to tight deadlines
* Ability and flexibility to travel (to attend a regional meeting).
