Job Vacancy – Programme Manager

Main Responsibilities:   The Country Representative delegates to the Programme Manager the responsibility:   To      be Programme Manager (60%) of the EU funded project ”Promoting      Human Rights Policy and Practice in Lebanese Women’s Prisons” to be      implemented in collaboration with three partner organisations. 1.1 To develop and implement the operations of the project on the basis of Diakonia’s and EU’s established guidelines, policies, strategy planning, project document, approved budget and other steering documents.   1.2 To analyze partners’ plans, budgets, financial and narrative reports and to ensure proper and timely planning, budgeting, implementation, results based and financial reporting, including audit reports by partners in collaboration with the Senior Financial & Administration Officer.   1.3 To provide guidance and expertise to partners in planning, development and implementation of the projects.  Conduct field visits for monitoring and learning purposes and prepare reports and follow up on partners’ plans and achievements.   1.4 To follow up and authorise payments to partners and consultants in accordance with Diakonia’s system, rules and regulations.   1.5 To follow up Auditors’ observations with regard to partner implementation of the program, ensuring incorporating suggestions in the next phases   1.6 To maintain smooth external relations and regular communication with the donor and the partners and plan for, organize, follow-up and document program activities including studies, workshops, conferences and trainings for partners.   1.7 To draft terms of references and procure consultancy support in line with EU regulations and monitor implementation.   1.8 To manage all documentation required according to Diakonia’s and EU’s regulations, be responsible for archiving documentation of the project and to monitor EU contractual agreements and compliance with EU regulations.   1.9 To liaise with main Human Right actors in Lebanon such as ministries, HR parliament commission, international organizations and local NGOs.   To render support       (40%) the Programme Manager (who is the Country Representative)      within the Regional programme “The Advocacy Role of Civil Society      Organisations in Social and Economic Policy-making in the MENA Region”: 1.1 To initiate, facilitate and plan country-level initiatives in the countries included in the regional programme and particularly in Lebanon, Egypt and Palestine in coordination with Diakonia’s Programme Manager/Country Representative and the Arab NGO Network for Development (ANND). 1.2  To monitor developments in Syria regarding CSOs’ involvement in socio-economic rights. 1.3  To monitor implementation and ensure proper reporting of country-level initiatives both in terms of results and budget. 1.4 To Plan and implement capacity building initiatives in advocacy skills and socio-economic issues at country level in coordination with ANND. 1.5 Be updated on Diakonia’s policy development relating to the Social and Economic Justice theme. 3.    To support mainstreaming of gender in the organization and contribute to a more equal society through gender conscious behavior, role modeling, and openness towards capacity building.   4.    To undertake other delegated responsibilities from the Country Representative when needed.   Qualifications: Minimum three      years of experience of management of EU funded projects and/or five years      experiences of project support and grant management of development      projects within civil society organizations. Minimum three      years of experiences from senior positions within civil society      organizations or international NGOs in Lebanon or in the Middle East. Experiences      from working within at least one of the following areas: human rights,      women’s rights or social and economic rights. Masters’      degree in political science, economics, international relations, development      studies or human rights or any related area. Prior      experience in using a computerized project management system Proven      excellent writing skills in English and Arabic and fluency in both      languages. Good      communication, presentation and organizational skills Leadership      skills and ability to work in a team. Good computer      skills
