The Danish Refugee Council (DRC or Dansk Flygtningehjælp) is an independent humanitarian organization whose aim is to protect refugees and displaced populations through relief work. DRC works with displaced populations in Lebanon and in Syria; in Lebanon with Palestinians and displaced Syrian populations, while in Syria with Iraqi and third country nationals. With continued instability in Syria and increased instability in Lebanon, DRC is expanding its operations of providing shelter, assistance, livelihoods and education.
PURPOSEThe Safety Focal Point’s responsibility is to, under the management of the Safety Advisor, monitor the overall safety situation, develop and implement safety regulations and contingency plans, and provide support to DRC and management in order to enable the safe and efficient delivery of programme activities in the designated area of operations.
KEY RESPONSIBILITIES
Under direction of the Safety Advisor: INFORMATION
Monitor the evolving situation in the area of DRC operations in coordination with other actors as per regional, country and programme guidelines
Facilitate access and operations through the provision of dependable advice to staff and managers
Act as the local focal point for safety co-ordination and information sharing between the relevant actors within the area of operations
Collect, verify, analyze and report information that affects, or may affect, DRC operations
Establish a network of contacts and represent DRC at safety meetings
Provide operational safety briefings and orientation to all new and visiting staff
Track safety related incidents and developments and provide trend/pattern analysis
ANALYSIS
Conduct regular Safety Risk Assessments (SRAs) as per DRC policy
Identify indicators and key decision points, and link them to the SRA and safety phases
Assist in training on safety procedures as required for program staff
Prepare and submit safety reports and trend analyses as required
Provide advice on programme development and implementation
SAFETY RISK MANAGEMENT
Assist with the implementation of regional safety policies, protocols and procedures related to the safe implementation of programme activities
Supervise and monitor the development and implementation of context specific MOSS
Monitoring and supervision (as required) of safety guards, watchmen and SPUs
Supervise the implementation of physical and asset protection protocols and regulations
Ensure that appropriate access controls are in place for all DRC facilities
Advise, assist and control the procurement and issue of safety and protective equipment
Provide safety clearance to staff
Conduct regular site assessments and advise on mitigation measures
Assist in the management of safety incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
Assist in the development and implementation of contingency plans; such as medical emergency, evacuation and incident management.
REPORTING ARRANGEMENTSThe SFP will report to the Safety Advisor: Syria & Lebanon and, by arrangement, will be report to the respective Program or Project Manager during development and implementation phase of the respective safety policy, procedures and contingency plans.
PERSONAL SPECIFICATIONS Essential:
Experience working with NGOs and/or other international agencies
Experience working in the designated area of operations
Management and/or supervisory experience
Proven ability to prioritize tasks and meet deadlines
Stable, moral and robust character and a good team-player
Excellent communication skills, calm and a good sense of humour
Proven commitment to accountability practices.
Fluent in written and spoken English and Arabic
Willingness to learn and adaptable
Impartial and neutral in-line with humanitarian principles
A proven ability to work in a diverse international environment
Preferable:
Training in safety, fire and evacuation procedures
Training in safety and disaster management
Experience negotiating access for humanitarian or other agencies
