Project Officer

ALEF will be implementing the project “Promoting for a better protection mechanism against arbitrary arrest, lengthy pre-trial detention and long delays in trial”, for a period 3 years starting in 2011. This project is funded by the European Union and is in partnership with PRI (Penal Reform International).      The project is aimed at promoting for a better protection mechanism against arbitrary arrest, lengthy pre-trial detention and long delays in trial through creating civil and communal awareness. It consists of three specific objectives: A community based component through strengthening the knowledge of journalists , law students/fresh graduated lawyers and CSOs on ways to reduce arbitrary arrest, lengthy pre-trial detention and long delays in trials; a monitoring component  through creating a monitoring and alert network and increasing the cooperation between the different stakeholders; and an advocacy component to be implemented by launching a public debate on the whereabouts of detention and on ways to remedy to arbitrary arrest, lengthy pretrial detention and long delays in trial. The outcomes of the project include but are not limited to:       Production of the first draft of the situation assessment of the root causes of arbitrary arrest, lengthy pre-trial detention and long delays in trial;       Establishment of a monitoring and intervention unit;       Establishment of an alert network ;       Conducting capacity building trainings for journalists, law students/fresh graduated lawyers and Civil Society Organizations;       Conduct Monitoring and intervention activities by the trainees;       Awareness raising activities conducted by the trainees on the grass roots level;       Production of a report including a recommended protection model and law reform proposition;       Advocate and urge stakeholders to address the root causes of arbitrary arrest, lengthy pre-trail detention and long delays in trial and to consider the best protection model and to ratify the law reform proposition and raise the public awareness about these violations.   D- Position Summary   The Project Officer will be required for the duration of the project and will work as a focal point for the donor; the partner organisation and other NGOs/CSOs. He/she will manage, monitor and evaluate, under the supervision of the programme Manager and within the guidelines stipulated in the agreement between ALEF and the donor of the project, all the activities foreseen in the project and ensure the achievement of its objectives.   E- Duties and Responsibilities      To support/guide the project directly and indirectly       To draft a plan of action and review the log frame for the project;       To manage, monitor and evaluate the implementation of the activities as per the action plan;       To prepare internal and external reports when necessary and follow-up on internal and external communication in coordination with the Programme Manager;       To coordinate with the Finance Officer and the Programme Manager and ensure that relevant files are updated with progress report, correspondence and other key documentation.        To ensure that Donor’s requirements during the implementation of the project are met in coordination with the Grants&Compliance Officer and the Financial Officer;       To ensure liaison between all stakeholders as necessary;       To maintain knowledge of local laws and other government directives relating to the project;       To manage, support and appraise interns and volunteers ;       To discuss findings and recommendations arising from field with the relevant Monitoring&Advocacy staff  members;       To attend and participate in all related workshops, seminars , trainings and meetings as agreed by the Programme Manager;       To identify issues and subjects of interest for necessary consultancy/research input so as to assist in policy and programme development;   F- General Qualifications       Human Rights background or related field (political sciences; international relations; social sciences; etc) highly preferred or relevant experience in the field.        Relevant experience in similar projects. Experience in European Commission-funded projects is an asset       Good knowledge of the situation in Lebanon (political, social, cultural, security…etc.);       Able to exercise good political judgment, thorough analysis and diplomacy;       Able to take strategic decisions and to capitalize on previous experience;       Good organizational and managerial skills;       Strong communication skills – written and verbal       Proficiency in English & Arabic;       Proficiency in MS Office skills       Able to work under pressure and to overcome challenges       Team player       Motivated       Adherence to Human Rights values and ethics;       Understanding of equal opportunities, cultural diversity and gender issues.     Only candidates who meet the requirements and provide the needed documents will be contacted.
