Emergency Coordinator

Amel Association is a non-governmental organization established in 1979. Through its 23 centers across Lebanon, Amel Association provides access to health care services and implements development programs targeting underprivileged populations, regardless of their nationality or political and religious affiliations. Amel Association also aims to strengthen the culture of rights among citizens, refugees and migrants and promote access to their rights and their involvement in public life.   In that frame, AMEL is seeking a Full Time Emergency Coordinator to coordinate the implementation of an Emergency Plan in the Bekaa Valley in the field. The Emergency Coordinator will supervise the head of AMEL’s centers and all the staff involved in the implementation of the Emergency Plan. He/She will be working 3 days in the Bekaa Area and 2 days in the headquarters of AMEL in Mussaitbeh, Beirut. Duties and responsibilities: Human Resources management   Follow up the staff involved in the Emergency Plan, its attendance, and monitor performance to ensure that activities are delivered according to the expected results and the terms of contracts Report to the program coordinator all relevant information related to staff Financial management   Manage expenses according to the budget, under the supervision of the Program coordinator Report expenses forecasts and treasury needs Collect vouchers and expenses receipts and transmit them to Amel Administrative Department.   Responsible of the project implementation   Manage, monitor and assess the implementation of the 4 components of the Emergency Plan in compliance with project agreements with different donors and partners, objectives and Amel internal coherence Handle the daily follow up on the project’s activities in the field, and ensure that the technical aspects of the project are running in accordance with the project’s objectives and strategies Ensure smooth implementation, harmonization and effective use of the available resources Propose modifications or corrective actions when needed Establish contacts with the implementing partners in the field Manage the logistical aspects of the project’s capacity building trainings and workshops Ensure coordination between the centers of AMEL in the Bekaa (Ersal, El Ain, Kamed el Loz, Shmestar and Mashgharah) and the Headquarter in Beirut in the frame of the implementation of the Emergency Plan.   Reporting   Prepare monthly progress report and other relevant documents to be sent to the program coordinator Conduct regular field visits to the targeted centers and manage all programmatic and operational issues within these centers Contribute to the project’s Technical and Financial Reporting. Support in proposal writing when needed   Qualifications & Experience: Relevant university degree in Program Management, Humanitarian Affairs, International Relations, International Development or other relevant field Minimum 3 years of work experience in project implementation in the field of humanitarian affairs or development. Required Skills: Excellent organizational and planning skills Flexibility and excellent communication and interpersonal skills Ability to take initiatives Ability to speak, read and write Arabic and English. Knowledge of French is desired.
