Shelter Coordinator - Beqaa

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Shelter Coordinator - Beqaa, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon" in partnership with the United Nations High Commissioner for Refugees (UNHCR). Main responsibilities: Organise the daily / weekly / monthly work, in coordination with the PM. Coordinate and manage the shelter teams' work. Organise all administrative matters related to the works. Ensure that the project cycle, its in all steps and main decisions taken are clearly and properly documented and filed. Ensure coordination with the shelter stakeholders and represent DRC in coordination and/or work group meetings whenever needed. Suggest solutions for the problems encountered, discuss them with the PM and participate to the decision making process. Overall assigned activities appear of attached work plan. Project Implementation and Monitoring Overall daily coordinating with shelter stakeholders. Oversee the monitoring of the contractors and the progress of the work. Coordinate and procure in coordination with logistic of all equipment and supplies agreed for the collective shelter. Assess the overall impact of the shelter intervention, conduct focus groups before if possible and after implementation and develop and draft the final impact assessment report. Ensure that all project changes are appropriately approved, documented and tracked, and that all agreements are organised, documented and reported according to DRC guidelines. Participate in project evaluations, identify lessons learnt, provide recommendations and contribute to drafting of project proposals in cooperation with the shelter advisor.  Reporting Coordinate with field team for draft weekly and monthly reports. Organise and ensure a proper written (daily, weekly and monthly) reporting from the project officers and report on problems faced to the PM. Draft monthly progress report for all shelter activities, (activities, output, challenges meet and recommendation suggested) to the PM and shelter advisor. Maintain proper lessons learnt record during design and implementation and share new ideas with the PM, shelter advisor and team.  Finance Monitor expenditure, budgets and expense tracking activities for the sub projects and ensure the expenses are not exceeding the approved budget. Coordinate with the PM for payment of expenses, payment schedule and instalments.  Others Participate in crosscutting activities inside the DRC office. Any other duties relating to the nature of the job as directed by the PM.  Professional background/qualifications: Masters degree as Structural Engineer or related field of study. Practical experience in engineering, including survey, planning and execution of building construction projects. Documented skills in project planning and design, drafting, calculation and technical writing. Good computer skills in programs as: Word and Excel Good in English communication – speaking and writing. Duration:6 months; renewable (depending on performance and availability of funds) Starting date:As soon as possible Conditions:DRC offers a competitive local salary and benefits package.
