MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent will:
(A) Assists the Field Security Officer/Lebanon (FSO/L) in the development and implementation of overall security and safety standards, guidelines and procedures to ensure ongoing maintenance of security and safety in UNRWA installations. In addition, the Security Services Officer (SSO) will be required to assist in the identification and acquisition of appropriate equipment for the guard force, establishing effective deployment, maintenance and inventory control for security related equipment;
(B) Conduct periodical building/office/residential security and safety assessment surveys to establish their security and safety status and requirements and provides guidance for the implementation of emergency and safety standards and requirements for new and existing Field installations;
(C) Act as Field Fire Marshall in supporting and monitoring of safety measures in all field installations in the North to ensure provision for fire fighting, and conduct follow up on emergency fire prevention and evacuation measures as well as periodical updating of fire orders and emergency evacuation procedures including relevant training;
(D) Responsible for administrative, logistical and operational support of the guard system related to periodic reports and budget preparation and engages in constant monitoring of the North Management Unit (NMU) Guard unit. In particular, this involves monitoring of the guards’ roster, schedule, rotations, attendance, overtime, patrols, levels of awareness and static security duties;
(E) Conduct periodic foot-patrols and spot-checks on the Lebanon UNRWA installations where they are to assess the Guard Unit to ensure they are conducting their duties as per the implemented standard operating procedures (SOPs);
(F) Responsible for assisting the FSO/L in the identification and training of guard requirements and their specific needs;
(G) Assist FSO/L in the development of procedures of procedures, standards, and protocols related to surveillance equipment, conducted detailed monitoring and analysis of recorded images to ensure that collective measures, in the event of security breaches, are to be undertaken;
(H) Establish, manage and provide relevant training to staff members on all communication assets available at the present time, this is to include: VHF, HF Sat Communications;
(I) Monitor, collect, analyse and compile security and safety related documentation planning and organization purposes. In addition, the SSO is required to draft and create incident/special/situation reports when the need arises;
(J) Assist the FSO/L in the creation and maintenance of relations with the local police, fire brigade, hospitals and other related agencies and international organizations. The SSO may often have to translate or act as a “go-between” when the need arises;
(K) Conduct research and fact-find on specific physical security technology as requested by FSO/L;
(L) Although all Guard Unit matters will be ultimately overseen by FSO/L, the general day to day operations and work conducted by the Guard Unit in NMU are to be overseen by the SSO;
(M) Although all NMU Security Operation Room matters will be ultimately overseen by FSO/L, the general day to day operations and tasks that are conducted are to be overseen by the SSO;
(N) Although all Radio Operators roles and responsibilities will be ultimately overseen by FSO/L, their general tasks are to be overseen by the SSO;
(O) Provide other security related services that are assigned by the FSO/L.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
University degree in BA in security related matters.
(B) Experience
Three years experience in security, preferably Military or Police related.
Desirable Qualifications
i) Experience with an international organization, NGO an advantage
ii) Knowledge of HF & VHF Radio operation and advantage.
CONDITIONS OF SERVICE:
Salary: Monthly basic salary L.L. 2,340,000.-
Contract Duration: One Year
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

UNRWA staff members with fixed term appointments may not be considered for any consultant/contractor position while in service. Candidates who are no longer employed by the Agency must have a minimum of 3 months break in service before they applying to any consultant/contract positions.
TECHNICAL & PRACTICAL TESTS REQUIRED:
Short-listed candidates will sit for two tests:
Written technical test (100%).
Computer test (Pass/Fail), which includes (Word, Excel, Access and Power Point)
The top 5 scoring candidates in the written technical test given that (i) none have scored less than 50%, and (ii) none have failed the computer test, will be invited to interview.
