Physiotherapist - Libya

PROGRAM BACKGROUND The goal of this project is to strengthen the physical rehabilitation services in various areas of Libya, through upgrading of primary rehabilitation and the development of community and outreach services. JOB SUMMARY The aim of the project is to strengthen disability services in Libya following on from the events of the last year. There are many war wounded persons in Libya and a backlog of other persons with disabilities who need services . It is also expected that there will be a large number of mine injuries as well as possibly unexploded ordinance injuries. Rehabilitation facilities have been neglected for many years and the training/expertise level in modern techniques is low. The main aim of this post is to train Libyan medical staff and disabled/injured people and to assist with the development of outreach services.  The applicant must have community experience and excellent training skills. They must also be able to work in a team and at different levels. ESSENTIAL RESPONSIBILITIES • With the team develop and implement short training programmes for medical staff (doctors , nurses and physiotherapists) in order to upgrade their skills • identify and train local physiotherapists to be trainers in various areas • Ensure all newly operated on persons, particularly amputees receive treatment • Ensure the development of a monitoring and referral system to ensure patients progress is tracked • Supervise physiotherapy activities in the programme • Implement specific training programme for physiotherapists on treatment of amputees and other trauma related injuries • Support and monitor ward based activities including ensuring nurses are aware of, and can implement simple rehabilitation (where necessary) and/or set up • Ensure that daily exercise routines that patients can implement for themselves are set up • Ensure the appropriate equipping of rehab centres with basic physiotherapy materials (balls, tables, weights etc) and equipment. • Ensure that on-the-job training for physiotherapists and families takes place. • Ensure the provision of adequate assistive devices to war wounded persons (as needed) Ensure that the appropriate use of these (i.e. not long term where it is not necessary or will hinder recovery) • Advise and work with the Rehabilitation Programme Manager on physiotherapy related issues • Represent IMC on physiotherapy issues where necessary Assist with the development of outreach community based services • Ensure the production of reports and that any lessons learnt can be documented both for internal use and for possible publication • Ensure smooth liaison with Ministry of Health and training facilities in Libya Qualifications: • Degree in Physiotherapy, Minimum of 3 – 4 years experience • Experience of rotation/neurology/amputees • Experience in bio psycho social approach to treatment • Experience in surgical ward fracture management • Experience of training, both design and implementation of training programmes • Skilled in the prevention of disability • Experience of P+O including the appropriate usage of adaptive aids • NGO experience • Experience of ECHO and EC funded programmes • Experience of emergency/humanitarian work • Experience in Middle East/North Africa highly desirable • Ability to think creatively and problem solve • Excellent networking and liaison skills • Ability to self direct • Strong ability to work in a team • Ability to work under difficult circumstances • Excellent writing and representational skills
