Medical Team Leader/ Tripoli

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters. I- Scope of responsibilities: At project level, the Medical Team leader is responsible for: Implementing, supervising and reporting the project medical activities (project cycle). Medical/Paramedical/Social/Promotion Teams management. He/she works under the technical supervisison of the MedCo/dmedco and in close collaboration with the Field Coordinator. II- Function responsibilities: a- Project cycle: Project implementation, follow-up and monitoring Monitor the programme through data analysis and direct supervision, exchange of medical information with the team, field medical referent and medical coordinator. Report data and data analysis to the hierarchical through regular reports. Put in perspective difficulties encountered and context of the project. b- Field medical quality: Manage the medical team of the project: Supervise the multidisciplinary team working in the project: this includes all clinicians, community workers, nurses and social workers. The more technical supervision of psychologists and psychiatrists will be the responsibility of the FMR. Ensure the pharmacy is well managed according to MSF standards (stock cards, inventories, minimum stock levels set, monthly consumption etc). Prepare drug orders based on consumption figures and predicted needs for validation by MedCo Ensure protocols and guidelines that are developed are followed by supervising the use of medicines, diagnostic tests and other treatments by clinicians (in collaboration with FTR for mental health). Ensure staff health (including staff mental health): application of the national staff health policy and responsible for expatriates’ health in the field. c- Management : Medical Human resources Define the medical human resources needs. Ensure, with the Field Coordinator, a correct project organisation chart, accurate medical job descriptions and application of correct recruitment criteria Carry out individual briefings/debriefings, follow-up, individual evaluation, technical evaluation, needs for training. Carry out coaching to the team when required and playing a role in HR conflict-resolution Responsible to validate all medical training material used by the team (in collaboration with the FTR for mental health). Ensure close supervision and follow-up of the activities performed in the community by the health promoters and community health workers.   General knowledge of MSF and the mission Is aware and disseminate the MSF charter and principles. Apply and defend the MSF framework of intervention. Actively participate to the Plan of Action of the project defining the medical strategies (activities and HR) with the FieldCo. Is aware of the Mission Strategy Paper. Has an interest in the MSF associative “spirit”, and take an active part in the decisions regarding general orientations of MSF.   Security context Bring elements and information to the Field Coordinator regarding security context (social and political situation) and general management when possible. d-Reporting and analysis: Responsible for the medical part of the monthly sitrep Analyse data base. III- Specific activities linked to context: Making sure needs and health status of Lebanese living in Bab El Tebbaneh and Jabal Mohsen and displaced Syrians in North is continuosly monitored and assessed. - Ability to reorientate medical intervention in accordance with the development of the situation of displaced Syrians inTripoli. - The package of medical services includes also mental health . Therefore a prior experience or at least familiarity with mental health intervention is highly recommendable. - Organisation and implementation of E-Prep trainings (in collaboration with MedCo) is also expected to be a component of the job description. - Is in charge of the medical E-Prep stock placed in the North of Lebanon and makes sure this is regularly reviewed and updated by promptly informing the MedCo.
