Donor Relations & Projects Officer

MAIN DUTIES In accordance with established policies and procedures, the incumbent will:   (A)    Maintain and develop effective relations with assigned locally-based donors to create a better understanding of UNRWA’s work and seek funding from governmental and non-governmental sources;   (B)    Liaise with the relevant staff in UNRWA Lebanon to ensure quality control and timely submission of project proposals, narrative and financial reports;   (C)    Develop funding proposals and draft reports for submission to UNRWA headquarters and donors;   (D)    Draft donor correspondence relating to the submission of projects/reports, using savings and interest, reprogramming, no cost extensions, etc;   (E)    Ensure the smooth management of projects under her portfolio (including financial monitoring);   (F)    Liaise with headquarters to check donor requirements, exchange information on donors requests/projects status, request financial statements, submit projects and reports to capitals (when required), etc;   (G)   Draft briefing note/documents for the Front Office and the Head of Donor Relations Unit upon request. Attend donor and NGO meetings and events when requested; carry out field visits to UNRWA projects when required;   (H)    Coordinate with the Public Information Office/Area Officers/ NMU to organize donor field visits and ensure media coverage and recognition of contributions;   (I)       Update donor files (soft and hard copies);   (J)     Write detailed handover note one week before completion of duties summarizing the status of each project;   MINIMUM QUALIFICATIONS (A)  Academic and Professional       Advanced university degree in international relations, administration or social science. A first level university degree with relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree.   (B)  Experience A minimum of three (3) year of progressively responsible experience in project or programme management, administration or related area. Experience with the UN, national government or Non-Governmental Organizations (NGOs), or other relevant organization.  Evidence of a track record project management. Experience in humanitarian operations within or associated with the system is desirable. Experience in liaising with government agencies, UN funds and programmes, donors and other stakeholders, and training in M&E and results-based programming is desirable   (C)  Language       Fluency in English           DESIRABLE QUALIFICATIONS i)         A good understanding of the United Nations system; ii)       Interpersonal skills: Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; iii)      Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority     activities and assignments; adjusts priorities as required; iv)      Professionalism: Knowledge of project management, monitoring and evaluation methodologies, strong conceptual and analytical skills, and demonstrated problem solving abilities required   CONDITIONS OF SERVICE: Salary: Range ofUSD $3,200.- to $3,600.- according to experience. TECHNICAL & PRACTICAL TESTS REQUIRED: For short-listed candidates, the following tests will be conducted: Written technical test (100%).   The top 5 scoring candidates, given that none have scored less than 50%; will be invited for an interview.
