Senior Project Coordinator

Fixed contract of 30 months (with the possibility of extension) We are looking for a process facilitator and leader who has experience of project management and a high degree of political sensitivity. You will take overall responsibility for the effective leadership and implementation of a community security and peacebuilding project funded by the EC. You will lead a research design, analysis, and dissemination process which will solicit and consolidate inputs from a variety of stakeholders. You will lead in designing, coordinating and implementing initiatives which will trigger debate and inform main stakeholders of key findings emerging from the research process. Also, you will take the overall responsibility for organising and chairing project monitoring and evaluation meetings with the partner organisation and representatives of the relevant government ministries and security agencies. Facilitating the effective delivery of all of the project components will involve working to ensure that the project has strong and constructive relationships at the community, expert and political levels.   Job Purpose   The   purpose of this job is to facilitate the effective implementation of a community   security and peacebuilding project funded by the EU. The project’s main   objectives are to assess perceived sources of insecurity across the   population throughout Lebanon; to increase public knowledge, awareness and   analytical capacity among civil society groups and representatives of security agencies, the   administration and the media; to generate debate among key opinion formers   (ministries, security agencies, parliamentarians, media, CSOs, academics). The   position will work to ensure that the project has strong and constructive   relationships at the community, expert and political levels to facilitate the   effective delivery of all the project components. This will involve working   closely with Alert colleagues, the national partner, expert advisors, and   government stakeholders.   Duties and   Responsibilities   1. Project Coordination   and facilitation   -          Take the overall responsibility to manage and implement   activities relating to the  project; -          Ensure smooth and timely delivery of all project   outputs, both by Alert and by the partner organisations; -          Lead project implementation meetings and workshops,   ensuring the timeline and action plans are followed; -          Identify, contract and oversee the input of expert   advisors and resource persons, particularly relating to the framing and   design of research and analysis; -          Facilitate expert advisors and partner organisation   through research design and analysis processes; -          Facilitate expert advisors and project partners in a   process of drawing out lessons learned; -          Ensure high quality written products; -          Organise, chair and facilitate fora for the   dissemination and analysis of research findings on community, expert, and   political levels; -          In consultation with project partners and advisors plan   visibility and advocacy action; -          Build and maintain relations with key government   agencies.     2. Monitoring and Evaluation (M&E) -          Prepare necessary plans for project monitoring and   evaluation; -          Regularly monitor the activities and outputs; -          Facilitate expert advisors and project partners in a   process of drawing out lessons learned; -          Take overall responsibility for organising, chairing   and contributing to meetings with the project management board and the main   project stakeholders. -          Ensure results of M&E processes are integrated into   reporting procedures; -          Lead in preparing donor reports and project completion   reports including financial reports of the assigned projects in coordination   with the programme and finance team of Alert and partner organisations.   3. Finance and   Grants management -          Ensure compliance of expenditure with local   legislation, Alert policies and procedures as well as donor regulations; -          Ensure partner financial management and reporting is   properly managed; -          Contribute to timely and accurate annual budgeting,   forecasting, internal and project audits and (if appropriate)   business-planning for sustainability; -          Ensure submission of timely, accurate monthly financial   reports and other data to LDN Finance, donors and local authorities; -          Receive monthly project financial data from LDN Finance   and review for variances to avoid overspending or under spending. -          Organise regular information meetings with key   stakeholders (government representatives) and the EC; -          Ensure timely information flow between Alert and the   donor; -          Submit narrative and financial reports to the donor.   4. This is what we will be looking for above all   else.       Degree in a related field At least 4 years of progressive   responsibility in project implementation and management Significant experience of facilitation Solid experience of grants and   finance management Solid   experience of working with partners Able to work as part of a team Excellent writing skills Experience of successfully   engaging diverse stakeholders High level of political   sensitivity and deep knowledge of the Lebanese context Diplomatic skills Fluency in Arabic and in   English   DESIRABLE REQUIREMENTS   Knowledge of social research methodology and tools Knowledge   of people-centred SSR approaches Knowledge of conflict resolution and peacebuilding Knowledge   of EC grants regulations
