Project background information PU-AMI (French NGO) is going to provide support to the displaced Syrian population who took refuge in Lebanon. This emergency project will aim at rehabilitating the shelters of families hosting Syrian displaced people. Objectives Under the responsibility of the expatriate Head of Base and with the support of the Program Technical Coordinator, the Civil Engineer is in charge of all technical aspects of the rehabilitation project   ASSESSMENT:   Realizing, when including new shelters, a technical assessment of the initial situation.   Visiting the shelters Verifying measurements and the kind and quantities of works needed. Assessing the shelter’s structure and identifying unsafe structures (floors, beams, roofs, etc). Assessing water and sanitation network(s)   PREPARATION:   Preparing an estimated Bill of Quantities (BoQ) for the rehabilitation works and plans before and after the rehabilitation project (in collaboration with the Program Technical Coordinator).   Take the measures for each item, to calculate quantities for the BoQ (reinforcement works, carpentry works plumbing and electricity works, tiling, plastering, pipe laying, manholes, etc….) With the Program Technical Coordinator, complete the BoQ, describing the detailed characteristics and specifications of works and materials Plan and organize the rehabilitation works to ensure completion within the timeframe of the project.   SITE WORK COORDINATION:   Under the supervision of the Project technical coordinator, organizing and supervising the rehabilitation works on site. It should be understood that PU strategy in implementing the works directly through self aid or without contracting a company can only work if the engineer works in an autonomous manner.   Work plan: Planning and coordinating the works phases according to constraints and work plan. Material: Foresee gaps and timely order  necessary materials in coordination with the Mission Logistician Workers: Foresee needs in term of number of workers and making sure all workers have tasks at all time, organize weekly site meeting with workers. Supervising the implementation of works: checking daily that delay, plans, specifications are respected by the workers. Measuring quantities implemented by the high skilled workers to prepare for final check by the Program Technical Coordinator. Assisting the Head of Base and the Project Technical Manager for surveys, studies or reports. Coordinating with the Field Officers to facilitate the relations with the beneficiaries of the project. Daily informing the Project Technical Manager of the situation for validation.   The Civil engineer is flexible and ready to adapt to possible modifications of the program described above, in order to contribute to the success of PU-AMIs’ projects in Bekaa. He/she also takes part in the usual tasks of Premiere Urgence mission, and he is ready to get involved in other projects if necessary.   NOTE: the position is based in Baalbek. The candidates should have the possibility to sleep in Baalbek or nearby in Bekaa. Candidates from the Bekaa will be most appreciated.

• Education Degree: Civil engineer
• Computer: Good command on Word and Excel required. Knowledge of AUTOCAD would be appreciated.
• Work experience: Not less than 3 years in a private company as site engineer. International NGO experience would be appreciated.
• Language Skills: Fluent Arabic and English (speaking/reading/writing)

• Good knowledge of building construction techniques
• Structure design and dimensioning through calculation (steel, wooden and reinforced concrete)
• Ready to work in unstable areas on a daily basis.
• Capacity to manage and follow up closely the works implemented with or without contractors, to defend PU-AMI’s interest.
• Good communication and pedagogy (with the workers and beneficiaries).
• Humanitarian motivation.
• Well organized, autonomous, shows initiative.
