Senior Community Services Clerk - Livelihood

Responsibility 1. Develop strategies that drive towards empowerment of the various refugee groups and improve access to basic rights in the area of livelihoods (vocational training, micro-credit, financial assistance, job placements, etc). Advise management on polices related to livelihood and the assistance package. Identify initiatives or programmes related to livelihood at the national level and seek to integrate refugees within them. Special attention is to be placed on women and marginalized groups. 2. Develop, monitor and evaluate livelihood programme activities (e.g. vocational training components) of specific implementing NGO partners. Report on developments, achievements and challenges. 3. Support NGO partners to create more opportunities for vocational training and mobilize additional resources to enhance skill training activities with focus on youth. Explore options to apply time bound livelihood projects for refugees in Lebanon that fit with their status, capacity and future prospects. Establish collaboration with partners who have the expertise. 4. Mobilize the community to fully engage in livelihood activities. Establish livelihood committees comprised of UNHCR and partner staff members, alongside other committees for refugees, ensuring the participation of women and diverse groups in such committees. Study project proposals submitted by refugees, provide advice and feedback on feasibility of projects. Select potential projects, discuss with the relevant committees and follow up implementation of approved projects. 5. Coordinate market feasibility studies and assessments with NGO partners. Advise on types of vocational training, as well as ensure and monitor quality and impact of such trainings. 6. Conduct social assessments and home visits to refugees with focus on those who could be targeted for livelihood activities (vocational training) such as youth, women, marginalized groups, long-stayers, persons without resettlement prospects, etc. 7. Carry out any additional tasks as requested by the management. Authority 1. Provide guidance related to livelihoods for final approval by the designated officer. 2. Meet with and mobilize the refugee community. 3. Coordinate needs assessments. 4. Conduct home visits to persons of concern and provide recommendations with linkages to self-reliance. 5. Build the capacity of implementing partners in the area of livelihoods. 6. Monitor and evaluate the activities of implementing partners and provide recommendations. 7. Coordinate and facilitate inter-agency meetings between implementing and operational partners on livelihoods. 8. Meet with relevant stakeholders. 9. Provide technical input related to livelihoods and needs into planning processes.
