The Officer, Resource Mobilisation, as a member of the global RM team, supports the implementation of the Federation Wide Resource Mobilisation Strategy, maximising RM opportunities for all National Societies in MENA zone, and supporting National Societies’ RM efforts by leveraging the international status of the IFRC. The Senior Officer, Resource Mobilisation is also a member of the zone team, working within agreed strategic priorities, taking part in the zone’s long term and annual planning/budgeting process, and, in the case of disasters, is a member of any task forces convened by the zone office.
Description of Duties:
As part of the implementation of the Federation Wide Resource Mobilisation Strategy, to support the RM Coordinator to develop and implement an RM strategy for MENA zone, identifying, developing and coordinating resource mobilization opportunities for National Societies and IFRC secretariat programmes, ensuring a Federation wide RM approach in mobilising funds for long term programmes of National Societies, as well as for disasters.
Funding for IFRC plans/appeals:
- Funding plans: Work with units in the zone office, and regional and country offices, to develop funding plans for all IFRC emergency appeals and long term plans, establish tracking sheets to track all incoming funding, and aim to ensure good coverage of all appeals/plans.
- Funding situation: Maintain an overview of the funding situation of all current annual plans and emergency appeals in MENA zone, continuously identifying gaps in funding and funding priorities.
- Emergency appeals: In the case of all emergency appeals, to support the RM Coordinator in coordination of RM, working with the respective regional/country offices, maintaining a tracking system for all pledges of funding, taking part in zone task forces when convened, ensuring regular sharing of information with partner National Societies, including convening of telephone conferences etc.
- To ensure that various donor stewardship activities are undertaken in a timely way, including:
(1) pledge management: working with regional/country offices, to ensure efficient processing of all pledges for all appeals/plans, according to established guidelines;
(2) grant management: work with zone, regional and country offices, to ensure that all grants of funding received through the IFRC secretariat are managed well, that guidelines/procedures are followed, ensuring good quality proposals, and that monitoring mechanisms are in place for management of grants; and
(3) donor reporting: working with zone PMER, and regional and country offices, to ensure that all donor reports (standard reports and pledge based reports) are prepared to quality standards, that there is compliance with agreed donor conditions and requirements, maintaining a tracking system, to ensure that all reporting deadlines are met.
In relationship management, working with units in the zone office, IFRC regional and country offices, with National Societies and the Geneva Secretariat RM Dept, to support the RM Coordinator to strengthen existing relationships and develop new relationships with partners including:
- Partner National Societies (multilateral and bilateral), and including “emerging partner National Societies” within the zone
- Governments (always in cooperation with respective partner National Societies)
- European Union, including DG ECHO
- Multilateral organizations (including Global Fund, GAVI, regional development banks, World Bank, UN agencies etc)
- Corporate Sector (following up with National Societies in the zone re corporate funding, where IFRC has global corporate partnerships)
- Foundations
With all these partners, support the RM Coordinator to maintain contact with respective offices (eg regional offices of partner National Societies where existing, EU delegations, offices of regional development bank and other multilateral organisations), and ensure dissemination of funding opportunities (eg government, EU) to National Societies, IFRC regional/country offices etc.
Support the RM Coordinator in the capacity building of National Societies in resource mobilisation:
- To provide support, expertise and tools to National Societies in the zone to enable them to develop their capacities in RM, so that each National Society is able to maximise its funding opportunities, through different funding streams, including government and private funding (individual giving, including high net worth individuals, corporates and foundations).
- To facilitate knowledge sharing of RM expertise amongst National Societies in the zone, including experience of good practice in partnership and relationship management, to link with National Society communities of practise once established (these will be in four income streams: individual giving, corporates, government and EU), to provide support to the MENA zone fundraising network, and also to facilitate links with other zone fundraising networks and initiatives such as the global fundraising skillshare forum.
Knowledge management:
- To collect information, data, market research, and analysis of donor trends in MENA zone, including current and potential new sources of funding, providing this input into a centrally coordinated RM knowledge management system, coordinated by the RM Department in the Geneva Secretariat, contributing to global RM information sharing.
- Disseminate information about the knowledge management system to IFRC regional / country offices and National Societies in the zone, encouraging use of the system, to enhance all RM efforts throughout the zone.
