 Ref Number on Businesslobby.net: J004440 Background   The Zone Human Resources Coordinator is a crucial position within the HR Global Team reporting to the Zone Head of Support Services, responsible for ensuring that Zone HR Management activities are carried out in a timely and effectively manner within the approved HR regulatory framework.   Duties   The Human Resources Coordinator is primarily responsible providing professional HR support and advice to zone staff and National Societies where applicable, in line with the Federation  procedures and guidelines.The post holder is therefore accountable for:   a. establishing and building a cohesive approach to people management in the zone, regional  and country offices; b. supporting managers in selecting  top quality and committed professionals in all areas of work; c. developing an HR system that enables fast deployment of people in emergency situations in coordination and/or consultation with relevant staff; d. nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline; e.Supporting and coordinating HR capacity building for National Societies in the zone in colloboration with relevant staff.   Key tasks and responsibilities The Human Resources Coordinator is guided by the HR Strategy and related HR guidelines, policies and procedures to carry out the following tasks:   a.       Strengthening  the Zone HR Capacity Build an appropriate human resource structure that support HRM activities of the zone,regional and country offices Line and technically manage the HR staff of the zone, regional and country representation offices, ensuring optimal utilization of resources to deliver high quality, value-added services Contribute to the development of a high quality team of HR staff in the zone, regional and country offices through participation in recruitment, evaluation and development Ensure effective implementation and adminstration of HR procedures, systems and processes across the whole zone      b. Supporting Managers in selecting top quality and committed professionals in all core areas of programming Coordinate national  and international recruitment utilizing the Federation systems and procedures and in particular JobNet and ensuring that all HR Officers in the zone are familiar with the system Develop other suitable HR tools and solutions for resourcing Provide guidelines and tools for managers to meet set diversity targets     c. Strengthening HR Capacity in National Societies   Support and coordinate HR capacity building for National Societies in the zone in colloboration with relevant staff Establish and strengthen HR networks to share policies,  practises and to keep abreast of new HR developments Follow up resolutions and recommendations from the HR seminar and support National Societies to follow up and implement such recommendations   d. Establishing an HR system that enables fast deployment of people in emergency situations in coordination and/or consultation with relevant staff Adapt global guidelines for emergency deployment to suit operational zone needs Co-ordinate the recruitment and selection of staff for emergency operations Maintain a database of suitable applicants for disaster management and emergency response which will be part of the global human resources database of JobNet Develop other suitable HR tools to support faster deployment of HR such as retainer contracts etc.   e. Nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline Ensure the implementation and compliance of the Staff code of Conduct Establish an appropriate system for handling misconduct and other forms of grievances Develop an appropriate system for health and psychological support for staff in the zone based on global guidelines Follow up implementation of the SG’s Directive for HIV in the workplace at operational zone and regional and country level. Provide guidance and support to any Staff Associations in the zone, regional and country offices to ensure effective consultation and good working relations between management and staff. Support managers in developing / reviewing or revising staff regulations for National Staff as required   f.  Perfomance Management Coach , support and provide quality and  professional advice to line managers on performance management Develop tailored induction briefings, training materials and personal development options for regional professional staff Support managers to identify / recognize talent and to promote career development Develop staffing plans which ensure succession planning and placement of people in places where they are most needed   g.Remuneration and Benefits   Manage and coordinate remuneration and benefits systems for Federation offices following the overall Federation remuneration and benefits system Conduct benchmarking and review salary systems for national staff and ensure that they remain competitive. Colloborate with Finance team to ensure that a professional payroll system is mantained for national staff.   Duties applicable to all staff   Actively work towards the achievement of the Secretariat’s goals. Abide by and work in accordance with theRed Cross/Red Crescentprinciples. Perform any other work related duties and responsibilities that may be assigned by the line manager.
