Finance Manager

Job Summary: The Finance and Administrative Manager will implement and monitor cash disbursements, and will follow IRD contract policies and procedures for the project/s. The Finance and Administrative Manager will ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, he/she will manage bookkeeping, bank accounts, funds requests, payroll, accounts reconciliation and cash flow to ensure sufficient funds are available for effective and efficient implementation. She/he will track all project expenses and will prepare monthly financial reports for the Project Director and home office staff. She/he will also prepare monthly and yearly budget projections and will maintain data on expenditures by line item, as well as produce and analyze budget variance reports. As part of his/her administrative duties, he/she will also take on light human resources and logistics tasks such as recruitment, collecting times sheets, and preparing scopes of work and employment agreements as needed. This position will initially be part-time, and may develop into a full time position depending on program needs. MAIN RESPONSIBILITIES: • Manage the accounting and finance components of program activities including petty cash funds disbursement, and field office finance, accounting and administrative activities. • Support the Project Director and IRD HQ in project budget planning, realignments and management. • Ensure compliance and understanding of IRD and USAID finance regulations. • Maintain accurate and timely finance information • Formulate and review all vouchers. • Review and disburse payments. • Prepare, review and submit monthly finance reports to the IRD HQ finance department. • Monitor employee or consultant time keeping and payroll payment procedures. • Transfer required amount of funds to implementing partners according to the established program procedures. • Ensure that all financial transactions for the project meet all accounting and audit guidelines and procedures. • Allocate account codes to each transaction in accordance of the chart of accounts. • Reconcile cash transactions with the cashbook. • Reconcile balance sheet accounts (e.g. cash, investments, receivable, etc.) • Prepare bank reconciliations (e.g. payroll, medical, flex, account payable). • Collect and review staff monthly time sheets and track employee sick leave, annual leave and fringe benefits. • Maintain filling system for general ledger entries, including archiving records and preparing filing system for each New Year. • Other administrative duties as assigned.
