Policy Development Manager

Terms of Reference

Position: Policy Development Manager

Location: Beirut with frequent travel to MENA region

Post holder reports to: ABAAD Director

ABAAD Purpose:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.

Principal Duties & Responsibilities 

  1. Overall responsible for the development of policy and strategies within the organization.
  2. Collaborate with the management and programs departments, develop, manage and implement strategic internal and external policy development plans and activities that support ABBAD’s mission and goals.
  3. Research, write, and develop reports and policy relating to ABAAD’s mission and strategy objectives.
  4. Assist the Board of Directors in establishing and reviewing ABAAD’s related standards policies and procedures.
  5. Stay up to date with overall policies and standards issues within the country and across MENA region.  
  6. Work closely and in collaboration with the Media & Advocacy department to maintain close links and co-operation on policy matters.
  7. Oversee achievement of policy projects, within policy development strategy.
  8. Providing technical advice and specialist guidance on appropriate policy development, advocacy solutions.
  9. Develop relations and partnerships with local, regional and international organizations and agencies.
  10. Plays active role in policy development and advocacy on issues related to programmes through personal contacts and co-ordination of allies.
  11. Help in the development and implementation of a robust brand identity for ABAAD. 
  12. Promote ABAAD’s gender-related policy and advocacy through the full range of available external channels.
  13. Deliver successful policy campaigning across the country to challenge existing norms and behaviors around gender and women’s rights.
  14. Represent ABAAD at specific high-level meetings and events, including representation in coordination meetings and external relationships, including representation to influential external contacts
  15. Work closely with the team member to develop visibility.
  16. Work with Programme Quality Coordinator on monitoring and evaluating regional media and advocacy programme to measure the impact and value of all policy campaigns, activities and provide adequate recommendations.
  17. Manage any other tasks requested by ABAAD’s director.

Education Requirements

  • Master’s degree in Political Science, Marketing Managment, Journalism, Media, Public Relations, or a relevant field.
  • Relevant courses in policy development, advocacy, campaigning, branding, fundraising, public relations, project management, etc. 

Skills required

  1. Minimum 10 years of experience in similar field;
  2. Excellent written and oral in English and Arabic, with proven ability to research and write accessible, clear policy documents and reports for a range of audiences.
  3. Good listening, coaching and training skills and a commitment to further personal development in these areas.
  4. Excellent interpersonal skills with high level of diplomacy and political awareness and ability to work effectively as a member of the senior management team.
  5. Ability to travel on regular basis across the MENA region.
  6. Expert knowledge of window based software packages including processing, spreadsheets, databases, mail, internet, Photoshop, etc.
  7. Expert knowledge of relevant communications environment and programme context;
  8. Decision-making with significant levels of judgment & risk-mitigation and problem-solving based on technical experience
  9. Strong experience and knowledge in Gender and women’s rights.
  10. Ability to think strategically and experience of developing and delivering campaign policy development and strategy.
  11. Ability to motivate others by providing inspiration and campaign leadership.
  12. Strong project management skills, particularly with regard to working with others to get things done.
  13. Experience of working effectively in complex matrix management situations.
