Solid Waste Management (SWM) Expert/ Project Manager  - (Prospective) Bekaa

Position Responsibilities and Duties:

• Serve as the primary point of contact with Program Manager with regard to day-to-day implementation and management matters relating to the program deliverables
• Develops close, effective relationships with institutional donors and project partners, including municipalities and local CBOs. Maintain positive relations and reputation for Anera.
• Monitor and oversee the provision of services by contractors and consultants in coordination with the field personnel, if applicable
• Develop and share assessments results in consolidated reports
• Review existing municipal and other solid waste management systems used in the concerned villages
• Supervise and conduct assessments of municipalities capacity and solid waste management system
• Recommend and adaptation of Solution for effective Solid waste management system
• Recommend remedial actions for implementation by the municipalities, taking into their consideration their limited resources and capacity
• Prepare Feasibility Report for Solid Waste Management and Other Waste Management
• Develop a clear manual on Solid waste management targeting municipalities and its unions
• Manage and disseminate knowledge and lessons learned internally and externally

Project and Personnel Management

• Ensure that the project deliverables are on time, within budget and at the required level of quality
• Develop, maintain and report on the project implementation plan
• Safeguard project documentations and report data on daily basis activities
• Particulate in procurement process as a technical resource, including assisting in the preparation of bidding documents and evaluating technical submissions of bidders if needed
• Ensure proper organization, logistics and preparations of trainings, community events and awareness campaigns, emphasizing key hygiene promotion messages 
• Manage community mobilization activities and liaise with respective stakeholders
• Liaise with partners, as well as other relevant stakeholders and Municipalities
• Manage project funds according to established accounting policies and procedures
• Review progress and financial reports (invoices) submitted by contractors and consultants for the program Manager recommend payments
• Support in the identification of related risks and proposed risk management strategies to ensure smooth implementation of SWM-related project/s
• Identify the skills and promote self-help approach within the refugee populations
• Maintain proper and updated monitoring of all field activities with proper documentation
• Facilitate communication flows between different project stakeholders as required
• Perform other tasks as the need arises

Stakeholder Management and Coordination 

• Ensure proper engagement with stakeholders (internal and external) for effective planning and implementation of municipal SWM interventions in a coordinated manner; Including a coordination with the Ministry of environment, Ministry of interior affairs, OMSAR, municipalities and its unions and UN agencies.
• Represent Anera in related coordination groups, technical working groups and to liaise with relevant stakeholders for programmatic and technical alignment and coordination.

Required Qualifications

• Master’s degree in Environmental Sciences or engineering graduate in Civil/ Mechanical/ Chemical/ Environment engineering

• Minimum 8 to 10 years of management knowledge in managing humanitarian multi-sector and multi-donor programs and in raising awareness on the importance of implementing the program and its consequences.

• At-least 3 years of experience in municipal solid waste management projects such as Municipal solid waste handling facilities, Integrated Solid waste management project;

• Good understanding of the Lebanese context and Good knowledge in SWM Laws and Regulations in Lebanon.
