Infrastructure Technical Advisor

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of the Project Manager, the Infrastructure Technical Advisor is responsible for the technical oversight and timely field implementation of the infrastructure activities, including but not limited to road rehabilitation, water channel, and water reservoir. S/he technically guides and monitors the field work of rehabilitation works and is responsible for regular reporting on various technical components of the project. The Infrastructure Technical Advisor will achieve the following overall objective:

  • Smooth and timely implementation of the activities in the field with particular follow up on the works implemented by a contractor, and some activities implemented by WFP participants (unskilled workers).

Brief description of the project:

The project aims to rehabilitate an existing public road (around 1000m) located in an agricultural area in Haret Jandal village in Chouf. The road rehabilitation will include the construction of retaining walls. In parallel, a new reinforced concrete water channel 30 x 40cm and 700 meters long and a new water reinforced concrete water reservoir 70m3 will be built. Any other infrastructure works linked to road rehabilitation or water supply might be added in coordination with the donor.

 

The project will be implemented by: 1 skilled worker and 10 unskilled workers (Syrian refugees and vulnerable Lebanese). One of the objectives of this project is to generate income for vulnerable Lebanese and Syrian families.  There will be 4 teams of 10 unskilled workers; and each team will work up to 60 hours per month.

 

  1. RESPONSABILITIES AND TASKS

ROLE AND RESPONSIBILITIES     

  • Activities implementation
  • Design and implement the activities in direct collaboration with the Project Manager, Shelter and Infrastructure Coordinator, and the concerned municipality; 
  • Supervise the field implementation teams (contractor and workers);
  • Plan (daily, weekly and monthly) the field activities in alignment with the overall project plan; supervise the  contractors and the workers, and ensure follow-up of the various field activities regarding the agreed planning, guidelines, and required quality of the works, specification and design;
  • Ensure the total respect of the technical design by the Consultant and/or Shelter and Infrastructure Coordinator;
  • Ensure that all works have been taken and rules followed to ensure security on-site; safety measures for all the workers (helmets, warning tap, etc…);
  • Provide technical advice and contribute to the progress of activities that mainly constitute of reinforced concrete work and road rehabilitation.

 

  • Technical evaluation of activities
  • Define and/or participate in the design of the infrastructure works; advise about the materials, machines and tools needed;
  • Be present on a continuous and daily basis the field site during the implementation of the works;
  • Respect the implementation/work plans, BOQs, and budget in coordination with the contractor;
  • Participate and support the FSL team for any technical assessment in BML.

 

  • Logistics & Administration
  • Calculate the quantities implemented by the contract;
  • Ensure the follow-up and the proper use of materials and tools used during on-site works;
  • Analyze the security situation in the area and inform the Field Coordinator & Security Manager on security incidents.

 

  • Team Management
  • Supervise 1 local skilled worker and indirectly 10 unskilled workers and ensure the respect of all human resources rules;
  • Coordinate the work according to the work plan;
  • Coordinate with the Food Security and Livelihood team for the recruitment of the unskilled workers.

 

  • Reporting
  • Report on a daily basis the progress of the works in monitoring follow up tools (Excel and Autocad);
  • Contribute to technical aspects of donor reporting as requested, as well as any other ad-hoc reporting to the Project Manager or Senior Management;
  • Contribute to the weekly reporting (in English) on the progress of activities with the Project Manager;
  • Report immediately any delay, problem or other relevant information to the Project Manager;
  • Participate to donor (WFP) visits as required.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

  1. PRIORITIES OF THE DEPARTMENT

The priorities of Food Security & Livelihood department in Beirut Mount Lebanon is to develop projects targeting vulnerable Syrian refugees and vulnerable Lebanese through cash for work activities. Food for asset is the methodology proposed to WFP donor for this project.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  • Language skills: Fluent in English & Arabic
  • Education degree: University degree in Civil Engineering 
  • Work experience: Minimum 5 years’ experience as site engineer with private companies in construction or infrastructure fields.
  • Knowledge and skills: Good leadership capacity;
  • Computer skills: Good knowledge of the MS office software including Word, Excel, Outlook, Autocad.
  • Other:
  • Valid driving license (2 year minimum)
  • High Knowledge in implementation follow up
  • High Knowledge in Reinforced concrete works.
  • Excellent management and pedagogical skills at field level
  • Good knowledge of Upper Chouf area.
  • Excellent communication and diplomacy skills to manage relationship in potentially tense situations.
