Protection Officer for Protection Monitoring (North)

Job Purpose:

Lead and coordinate the implementation of protection monitoring activities in designated areas. Develop trend analysis, information dissemination and referrals according to Donor standards in Protection work. Guarantee the Ensure qualitative and timely planning, implementation and monitoring/evaluation of INTERSOS protection monitoring activities in compliance with Sphere standards, Global protection cluster & UNHCR standards & tools for protection and protection mainstreaming.

 

Generic Duties:

Monitoring & Reporting

  1. Manage and supervise a team of 6 protection monitors reporting to the Protection Manager while data is processed at the Information Management Unit.
  2. In charge of the implementation and the supervision of protection monitoring activities ensuring qualitative and timely planning, implementation and monitoring/evaluation of the component.
  3. Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities
  4. Contribute to the drafting of internal/external reports (weekly/monthly and quarterly) according to INTERSOS and donor requirements ensuring that reports are of a high quality and submitted on time.
  5. Elaborate on trends and protection situation analysis to feed into monthly reports submitted to UNHCR.
  6. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

Area Coordination

  1. Ensure a permanent monitoring of projects’ teams’ activities.
  2. Support the monitoring teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project
  3. Organize weekly/monthly meetings to plan activities with the projects’ teams.
  4. Ensure the referral mechanism system is known by Donors Teams, properly applied and monitored.
  5. Ensure timely and quality implementation of the work plan, in coordination with field teams.
  6. Ensure smooth communication and coordination between the projects’ teams.
  7. Strengthen coordination among the projects’ teams, ensuring that there is a comprehensive link and mainstream between the different project components.
  8. Participate in the recruitment of projects staff and provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development.
  9. Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues
  10. Maintain good working relations with key actors amongst the refugees from Syria and Lebanese host community local authorities.

Coordination & Representation

  1. Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
  2. Participate in relevant interagency protection meetings and other donor meetings related to protection
  3. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  4. Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
  5. Liaising with field-offices of humanitarian agencies and coordinate with Donor Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
  6. Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
  7. Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.
  8. Provide written feedback about protection incidents, issues and aid-related community-conflicts to the Donor partner.
  9. Build the capacity of local actors and key community members (such as the refugee community focal points) on key protection issues, concerns and trends.

Program Development

  1. Contribute to the development of activities in relation to CM and other protection-related activities.

 

 

Other Specific Duties:

(Can be adapted to the particularities of the job location and the requirement of the project. This section shall be revised whenever a new employee is hired).

 

  • Support the Protection Specialist to draft the new integrated legal/protection monitoring strategy, design the activities and related tools including the initial household level assessment,  in-depth legal assessments and in the technical development of the related databases.
  • Support the Protection Specialist in designing the protection monitoring activities and areas of intervention, meeting other protection monitoring partners to ensure that there is no duplication
  • Develop the protection monitoring annual, monthly and weekly work-plan
  • Support the Protection Specialist in developing the criteria for prioritization of beneficiaries identified by protection monitors  who will benefit from legal assistance under the mixed mobile approach
  • Update the protection referral pathways for T5 and Akkar with INTERSOS intervention and update it regularly
  • Provide technical support for the protection monitoring  teams in the implementation of all related activities run under UNHCR project;
  • monitor the quality of the implementation of protection monitoring activities providing feedback to Project Manager;
  • Report weekly, monthly and quarterly the progress on targets, constraints and lessons learnt to the protection manager
  • Promote the organization of ad hoc trainings provided by internal staff and/or external stakeholders;
  • support and provide input when requested by the Protection Manager and Project manager on project proposals and share new ideas for legal activities with the Protection manager
  • Keep current with any new circulars, memos, updates issued by governmental premises and report to protection coordinators
  • Report to protection coordinator and project manager urgent/emergency protection incidents such as evictions, cross-border movements, fires etc
  • Coordinate with the protection officer for legal assistance the activities of the integrated monitoring/legal assistance activities on a weekly and monthly basis
  • Lead the recruitment of the protection monitors
  • Draft a monthly monitoring plan of the protection monitoring activities and M&E tools to measure performance progress.
  • Attend the protection working group and other Inter-Agency working groups as relevant and requested by Protection Manager
  • Provide protection trainings to the protection monitors
  • Undertake regular monthly field visits to provide technical guidance and supervision as well as regularly monitoring the progress of Protection activities;
  • Ensure that protection monitors refer and monitor promptly vulnerable cases identified to the Agency in charge of case management in the different catchment areas and to other agencies according to the need of the beneficiaries
  • Coordinate the OVs activities in North Lebanon and divide the OV supervision among protection monitoring teams according to related catchment areas
  • Receive emergency cash assistance assessments from protection monitors and other agencies (on ad hoc basis) and approve, according to the ECA SOPs criteria the beneficiaries that will receive cash on a weekly basis and ad hoc for emergency cases; send to the Project Manager the approved ECA for final clearance
  • Send the approved ECA to protection monitoring teams for disbursement to the beneficiaries
  • Draft the monthly protection monitoring reports for T5 and Akkar with sound protection analysis of data extracted by the reporting associate;
  • Draft the weekly protection monitoring reports for T5 and Akkar
  • Draft the thematic quarterly reports for protection monitoring for T5 and Akkar
  • Draft the quarterly mapping products for T5 and Akkar
  • Prepare the ECA tracking sheet and send it monthly to UNHCR

 

Competencies:  (Knowledge, Skills & Abilities)

Professional Competencies:

  • Minimum 3 years of relevant work experience.
  • Demonstrated ability to work in humanitarian context.
  • Very good understanding of protection and refugee rights.
  • Computer literacy (Word, Excel)
  • Excellent analytical and Reporting skills
  • Driving License
