General Context of the Position:
Terre des Hommes Italia (TDH IT) and Terre des Hommes Germany are International NGOs member of the international federation Terre des Hommes. TDH Italy is currently the leader NGO of a Consortium formed by several local NGOs / implementing partners operating in the Palestinian camps and gatherings in the field of Remedial/Retention Education activities. “Improving educational opportunities for children living in Palestinian camps in Lebanon, in an inclusive perspective’ is a project proposal presented to the BMZ, which aims to enhance the availability and quality of Non Formal Education and PSS support provided to Palestinian and Syrian out of school or at risk of drop out refugee children by a Consortium of NGOs in Palestinian camps in Lebanon.
The project aims to support at least:
- 600 girls and boys (6-17) living in the Palestinian camps and gatherings of Lebanon, per each scholastic year - 1.800 girls and boys reached in 3 years;
- 28 Teachers/Educators employed by the Partner NGOs;
- 10 Education Project Staff members;
- 300 caregivers of girls and boys living in the Palestinian camps and gatherings of Lebanon.
The objectives of the project are to:
- Contribute to the increase of retention rates inside formal educational pathways in Palestinian Camps of Lebanon, decreasing the number of students dropping out from UNRWA schools through the provision of community-based educational services (such as homework support classes, remedial sessions, language support classes, etc.);
- Contribute to the inclusion of current out-of-school children living in the Palestinian Camps of Lebanon within formal educational pathways, through the provision of basic literacy and numeracy and “catch-up” courses and through the referral to official Accelerated Learning Programme in Lebanon;
- Increase parental/caregiver awareness on childhood development, parenting skills/practices and importance of education, and foster their capacity to follow up the educational and psychosocial path of their children;
- Increase the capacity of teachers/educators working in the Learning Spaces to deliver targeted educational services such as homework support, learning support, remedial sessions, language support, and to design Individualized Educational Plans in an inclusive perspective, in line with the Inclusive Education policies of UNRWA;
- Increase the capacity of community-based centres’ staff to deliver basic forms of psycho-social support and structured recreational activities to children enrolled in the centres;
- Design and replicate best-practices models to increase the dialogue and capacities of educational providers in the Palestinian Camps of Lebanon (UNRWA, CBO’s, families, local authorities) in the field of quality educational services, contributing to the development of referral mechanisms between stakeholders.
The Consultant/Service Provider (or the firm of Consultant/Service Providers), must be able to perform the field research inside the Palestinian camps and gatherings in full autonomy; however, where possible TDH IT will facilitate the conduction of all field activities in order to guarantee a smooth execution of the feasibility study.
Main responsibilities and tasks:
The Consultant/Service Provider/s will be in charge of the feasibility study aimed at providing an expert opinion on the relevance, effectiveness and efficiency of the proposed project outline (objectives, measure, key activities). The expert shall compare the objectives, measures and key activities with the existing needs of the target groups and frameworks conditions, and give his/her opinion on the feasibility and quality of the project plan, as well as make recommendations and identify gaps in the project framework.

- Overview of current problems of the target group in regard to availability and quality of Non Formal Education and PSS support;
- Institutional/local framework conditions relevant to project;
- Short assessment on the status of CBO’s and other self-help initiatives in regard to of Non Formal Education and PSS support.
Analysis of project plan
- Selection of the direct and indirect target groups;
- Identification and orientation on existing gaps in current availability and quality of Non Formal Education and PSS services;
- Coordination and cooperation with relevant Non Formal Education and PSS providers in the target areas;
- Compliance with the objectives and needs of the target groups in Non Formal Education and PSS.
Efficiency:
- Project holder analysis on qualification and experience in Non Formal Education and PSS
- Assessment of proposed main instruments and methods
Effectiveness:
- Quality of objectives
- Potential for sustainable results/ impact/ risks on the level of organization and target group
- Recommendations on possible improvements of the project plan (log frame, measures, activities, budget) specific to the project
Deliverables
- 1 Final Feasibility Study Report, to be delivered by the end of the contract period (the consultant will produce a draft version, which will be subject comments and revisions suggested by the TDH Italy and TDH Germany. The final version after the first revision, shall serve as final deliverable of the consultancy, upon acceptance of the contracting authorities
