infrastructure Team Manager

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. 

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

 

SUPERVISION

Under the direct supervision of : Infrastructure Project Manager

under the technical supervision : Shelter & Infrastructure Coordinator

Under the overall supervision: Field Coordinator

in supervision of : Technical Advisor , Field officer(s), 2 to 3 field workers and 3 to 5 skilled workers and around 15 daily workers

OVERALL MISSION

1-GENERAL OBJECTIVE

Under the direct supervision of the Project Manager, the Infrastructure Team Manager is responsible for the qualitative, quantitative and timely field implementation of the Infrastructure activities. S/he technically guides and monitors the field work of Infrastructure activities and is responsible for a qualitative and regular reporting on various components of the project. The Infrastructure Team Manager position’s major objective is to properly achieve the following global task:

Smooth and timely implementation of the activities in the field with particular follow up on the works and the team at field level.

 

Brief description of the project:

 

The project aims to build a new water supply network in Borj El Arab area. The project started in July 2016 and will end in March 2018. Around 75% of the works have been complete. The main remaining activities will include:

 

Borehole: Equipment of the borehole with an external contractor;

 

Pumping Station: Construction of the pumping station with its equipment (generator, control panel, chlorination system, etc.) as per the design;

 

Installation of DI and HDPE pipes on the main road: follow up the installation of the pipes according to the design, around 2.5km of trenches remaining;

 

Construction of the manholes: around 20 large reinforced concrete manhole to be built on the main road;

 

Asphalt works: Asphalt payment above the trenches, with external contractor. Around 10000m2 remaining;

 

House connection: Continue house connection works for 350 buildings;

 

Tests of the new networks: Pressure test of the network and follow up of the repair if any;

 

Handover with the NLWE: support for the handover process with the North Lebanon Water Establishment;

 

2- RESPONSIBILITIES AND TASKS

Role and Responsibilities                  

Activities implementation

Design and implement Infrastructure activities in direct collaboration with the Project Manager, Technical Advisor and field officers;  

Supervise the field implementation team;

Plan (daily, weekly and monthly) the field activities, supervise the Field Officers/Workers and Daily Workers, and any potential contractors and ensure a follow-up of the different field activities regarding the agreed planning, guideline, and required quality of the works;

Ensure the total respect of the technical design by the Consultant and/or Shelter and Infrastructure Coordinator;

Ensure that all works have been implemented and rules are properly followed to ensure security on-site;

Give technical advice and contribute to the general improvement of activities;

Technical evaluation of activities

Define and/or participate in the design of the infrastructure works, advise about the material needed;

Continuous presence during the implementation of the works (Daily bases);

Insure the good use of the machines and equipments used on the site (Excavator, bobcat, compressor, asphalt cutter, etc…);

Respect the design provided by the consultant or his supervisor: plans, BOQ;

Solve issue at field level linked to the on going project.

 

 

Logistic & administration

Calculate the raw  materials, pipes, accessories, equipment and tools needed at field level in coordination with the infrastructure team;

Ensure the follow-up and the proper use of materials and tools used during on-site works;

Manage the supply of materials to the work site in collaboration with logistics department in different areas;

Analyze the security situation in the area and inform the Field Coordinator & Security Manager on security incidents.

 

Team Management

Supervise directly PU-AMI field team and indirectly PU-AMI daily workers and ensure the respect of all human resources rules;

Coordinate the work with staff dedicated to these activities: weekly/daily planning;

Ensure efficient use of the machines and equipment rented between the teams;

Coordinate with local authorities at field level (mainly with the municipality) in case of technical issue;

Coordinate closely and report to PM the progress of the works.

 

 

Reporting

Report on daily bases the progress of the works in monitoring follow up tools (Excel and Autocad);

Participate to the weekly reporting in English on the progress of activities with Project Manager;

Report immediately any delay, problem or other relevant information to the Project Manager.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

QUALIFICATIONS

Mandatory requirements

 

Language skills: Fluent in English & Arabic

Education degree: University degree in Civil Engineering  

Work experience: 5+ years experience as site engineer with private companies in infrastructure field .

Computer skills: Good knowledge of the MS office software including (Word, Excel, Outlook), Autocad.

Other:

Valid driving license (1 year minimum)

High Knowledge in implementation of reinforced concrete works

High Knowledge in water supply network, installation of HDPE and DI pipes.

Excellent management and pedagogical skills at field level

Excellent communication and diplomacy skills to manage relationship in potentially tense situations
