Care international in Lebanon (CiL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.

 

The GBV & community outreach specialist will be based in Beirut or Tripoli office and will support the GBV project manager in implementation a new project as part of an anticipated Madad funded consortium that addresses GBV. CARE as part of this consortium will be developing community based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support its social development centers (SDCs). The GBV & community outreach specialist will work directly with the SDC’s and support several centers in a specific area in rolling out GBV related activities, developing community outreach strategies, and work with the GBV coordinator on technical guidelines and training related staff in the centers.

Education & Certification:

Minimum Education Level:

Bachelor degree

Proven Experience:

  • 3 years of experience in GBV and protection programming, including GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment 
  • Proven experience of promoting practical and impactful social and gender justice initiatives, community based protection initiatives around GBV, sexual reproductive health, early child marriage among others to development and humanitarian action programs
  • Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Previous experience or interaction with MoSA SDCs or grassroot organizations highly welcome

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

 

  • Develop and further strengthen the implementation of protection toolkits, as well as monitor and evaluate the impact of the protection activities and toolkits on beneficiaries.
  • Contribute to and provide technical input on protection and community-based approaches to the overall and daily implementation of CARE Lebanon’s projects;  
  • Participate in grant review meetings ensuring partner INGOs are compliant with donor regulations and are on track with spending.
  • Organize, mobilize and implement community-level activities together with the members of the communities, including community meetings, outreach activities, capacity building and awareness raising campaigns. This may also include support to initiatives designed and carried out by the members of the communities

Responsibility #2: Technical Monitoring

  • Supervise SDC implementation of project activities and support as necessary center activities and events to ensure project quality and timely execution.
  • Monitor and Coordinate implementing partners and external consultants’ performance
  • Ensure relevant social protection, GBV, and gender issues are, as a minimum, mainstreamed in all CARE Lebanon’s projects; 
  • Enhance referrals pathways and ensure communities knowledge about the project in close collaboration with the Area Manager and the partners.

Responsibility #3:  Partner Monitoring and Capacity Building

  • Provide coaching to the SDC center staff, with the support of the GBV coordinator, and work on center and staff development plan
  • Support development of MEAL plan and program quality activities e.g. project quality meetings, and learning events;
  •  Ensure project data and achievements are up dated and reported monthly
  • Support and feed into monitoring and evaluation activities
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.

Responsibility #4: External Representation

  • In close collaboration with CARE Project Managers and Gender & Protection Advisor, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
  • Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff
