Area Livelihoods Manager (National Contract)

DRC is currently looking for a highly qualified candidate to supervise and coordinate all Livelihoods projects and activities including job placement and counselling, cash for work activities and business development for Micro, Small and Medium Enterprises (MSMEs) in the North of Lebanon.

About the job 

Supervise and coordinate all Livelihoods projects and activities including job placement and counselling, cash for work activities and business development for Micro, Small and Medium Enterprises (MSMEs) in the North of Lebanon. S/he will ensure the programmes are delivered to a high quality in line with DRC, donor and international standards. In addition, s/he will build the technical knowledge and capacity of the Cash and Livelihoods teams in North Lebanon with the support of the Cash and Livelihoods Coordinator. S/he will ensure good coordination with other actors in the sector and between DRC’s programmatic sector teams, and will be actively engaged with the different Consortiums, as well as represent DRC’s Livelihood sector in Inter-Agency Livelihood working groups for Tripoli and Akkar. 

Your main duties and responsibilities will be:

• Support the development and update of sector strategies and engage in the development of new programme design, in close coordination with the sector Coordinator. 

• Develop Standard Operating Procedures and tools relevant to DRC’s Livelihood interventions, in close collaboration with the sector Coordinator. 

• Manage project budgets and update work plans and budget forecasts on a monthly basis, and ensure that expenses have been allocated to the correct budget lines. 

• Provide regular feedback to senior management including the Area Programme Manager and the technical coordinator on progress and achievements, lessons learned, gaps, issues and problems. 

• Support the Area Programme Manager in the design of projects and development of Concept Notes and Proposals with the technical supervision of the technical coordinator. 

• Support the Area Programme Manager in developing the Programme Management Tool at the project kick-off and inception phase (budget forecast, workplan, procurement plan, HR plan) – to be updated throughout the project period. 

• Represent DRC at North-level working groups on livelihoods, basic assistance, and other fora as required. 

• Coordinate with the Cash and Livelihoods Coordinator and other colleagues in DRC offices across Lebanon to share learning and to harmonize tools and approaches. 

•Proactively identify programme related risks, supporting the identification and implementation of mitigation measures. 

About you 

To be successful in this role we expect you to to have a Bachelor or Master Degree in a related field, including: international development, international economic development, business, economics, etc.  

Moreover, we also expect the following:

• Minimum 5 years’ experience of managing Cash and Livelihoods projects in diverse contexts 

• Proven knowledge of basic concept of sustainable livelihoods and development. 

• Proven experience in programming such as Cash for Work, employability and Business Development Support. 

• Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans 

• Fluency in English

• Experience working with INGO (Desirable)

• Experience working in the North of Lebanon context (Desirable)

We Offer 

Contract length: 6 months 

Level: D+ 

Monthly Basic Salary: USD 2,400  

Duty Station: Tripoli and Akkar (North) 

Start date: 1 February 2018
