The International Committee of the Red Cross (ICRC) has been present in Lebanon since 1967 and has carried out its humanitarian work through different periods of conflict, including Lebanon’s 15-year-long civil war from 1975–1990. We are currently responding to the rapidly growing needs of displaced people fleeing war and violence across the region into Lebanon as well as the local communities hosting them.
The ICRC activities on behalf of people affected by war and violence in Lebanon include, but are not limited to, ensuring people affected by conflict can get access to basic health care, services such as water and electricity and restore their economic security, securing humane treatment and conditions for detainees, building respect for the IHL and supporting the families of the missing persons.
We are based in Beirut and have offices in Tripoli, Tyr and Zahle.

"Communication Officer"

Job purpose:
The Communication Officer is the focal point for selected Communication and, where applicable, Prevention programmes or files at the delegation level. S/he contributes to the delegations positioning by strengthening the external network and contributes to setting and implementing priorities, objectives and strategies. By engaging key stakeholders helps to facilitate access to people in need and improve security for and impact of ICRC operations. S/he supports the orientation, planning, monitoring and evaluation of the delegation's Communication and, where applicable, Prevention activities and may supervise and provides technical support to the team.
Responsibilities:
- Ensures implementation and evaluation of relevant activities and adaptation of supporting tools in the area or portfolio covered, which may include: operational communication; community engagement; IHL promotion, integration and implementation; building NS communication capacity; public communication; production/distribution; digital communication; and information analysis/environment scanning.
- Supports the head of the field structure and/or the country communication manager in networking with relevant leaders and organisations in the area covered. Aiming to enhance ICRC acceptance and to promote IHL and other legal norms, the communication officer represents the ICRC with relevant audiences, such as national/local authorities, political parties, village elders, representatives of displaced communities, religious leaders, armed and security forces, armed groups, media, NGOs, advocacy groups, academic circles.
- Follows political, security, military and humanitarian developments, as well as other issues related to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to analysis.
- Coordinates the development of printed production materials for the Delegation and liaises with external providers.
- Elaborates tools required for operational communication (presentations, FAQ documents, brochures, video clips, human interest stories, social media posts…) and community engagement (feedback mechanism, hotlines and surveys).
- Identifies the right tools, training and support needs to ensure the operational communication objectives are implemented in a timely fashion and this with various stakeholders considered important for the institution positioning (perception and acceptance).
Qualifications and skills:
- University degree or equivalent in a relevant field such as communications, political science, international relations, journalism.
- 3 - 5 years work experience in a similar field.
- Very Good knowledge of written and spoken Arabic and English.
- Good computer skills.
- Good analytical skills.
- Preferred Red Cross Experience.
Technical skills:
- Budgetary management.
- Accountability to affected populations.
- Sphere core minimum standards.
- Graphic design.
- Basic knowledge of Adobe Photoshop and/or InDesign is a plus
Soft Skills:
- Excellent Communication skills.
- Ability to communicate complex ideas to simple terms.
- Excellent organizational skills.
