GVC - Social Activities Officer

                                                        GVC – SOCIAL ACTIVITY OFFICER                                         

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.

GVC is actually recruiting personnel to cover the position of Social Activity Officer to support activities in Akkar.  

Position Title:                   Social Activity Officer

Reporting to:                        Project Manager

Duty station:                        GVC Office in Akkar with frequent travel to project areas and in the GVC’s offices in Bekaa and Beirut

 

OBJECTIVES: The Social Activity Officer will be responsible for the elaboration and implementation of the social activities component and the relations with all projects’ stakeholders, under the direction of the Project Manager and in coordination with the expert and the Program Coordination’s team. The Social Activities Officer will be responsible for day-to-day management of project activities together with working with local authorities and stakeholders to ensure successful project implementation to the highest standards in accordance with beneficiary needs and in-line with GVC’s and donor’s policies and procedures. The Social Activities Officer will conduct regular site visits to coordinate and support stakeholders, target communities, Local Associations, authorities, etc. to guarantee the good implementation of activities, in quantity and quality.

 

 

MAIN DUTIES AND RESPONSIBILITIES

SOCIAL STRATEGY AND COMMUNICATION

  • Analyse local contexts’ dynamics from a social point of view, to inform project decisions and GVC strategy;
  • Liaise and communicate as appropriate with Local Authorities, Water Establishment operators, Local Associations, target communities and other partners for GVC projects;
  • Elaborate projects’ social strategy for water infrastructure and management program in discussion with GVC Program Manager;
  • Coordinate with eventual External Consultants for Communication and Social campaigning;
  • Train colleagues, occasional workers, partners’ staff and other stakeholder with specific methodologies adapted to different interlocutors
  • Assist in preparation of MOU/AoA with communities and municipalities / agreements with beneficiaries;

 

ACTIVITIES IMPLEMENTATION

  • Coordinate GVC social activities: planning of surveys and awareness campaigns, coordination between Contractors, Partners, Communities and local authorities;
  • Planning, Follow-up, monitoring and regular reporting for activities implemented directly and by local partners;
  • Assist in the implementation of the action plan, review achievement and constraints and provide feedback accordingly;
  • Data collection and data analysis from surveys conducted on the field (DB management, data analysis and comments, reporting, etc.);
  • Prepare weekly plans and work plans;
  • Train, supervise and coordinate junior staff and/or site supervisors if relevant.

 

COORDINATION

  • Participate in inter‐NGO Coordination meetings;
  • Represent GVC appropriately to the community, to other NGOs and institutional partners;
  • Ensure maximum visibility of GVC actions amongst the beneficiary communities;
  • Supporting in the identification and elaboration of new project proposals;

 

REPORTING

  • Guarantee that all the project documentation is properly filled, updated and classified;
  • Ensure quality analysis of the all data collected in the field;
  • Assist Project Manager in donor reporting for the Social Component;
  • Prepare capitalization documents.

 

OTHER

  • Cooperate and coordinate with other GVC personnel;
  • Maintain good working relations with beneficiaries, contractors, authorities and all stakeholder involved in the project;
  • Any other task not here listed and necessary to the projects and activities;

 

 

QUALIFICATIONS

  • Degree in Social Sciences, Sociology, Psychology, Social work or similar;
  • At least three years experience in related field;
  • Driving license is a must

 

PERSONAL AND INTER-PERSONAL SKILLS

  • Excellent oral and written communication skills in Arabic and English. Knowledge of French is an asset;
  • Demonstrated ability to interact with other people effectively and diplomatically;
  • Experience liaising and collaborating with local government authorities;
  • Strong organisation, coordination, facilitation, team building and problem solving skills;
  • Strong analytical skills;
  • Excellent computer skills: MS Office, email. Knowledge of statistical packages is an asset;
  • Ability to work calmly and efficiently under pressure to meet tight deadlines;
  • Commitment to maintaining confidentiality;
  • Ability to work within deadlines, prioritizing competing demands and under pressure;
  • Strong sense of responsibility, flexibility and willingness to work long hours
  • Ability to work independently while at the same time cooperating with other staff members as well as beneficiaries
  • Being flexible and with the ability to adjust to changes and new requirements
  • Ability to negotiate and assist in the resolution of disputes/conflict;
  • Strong empathy skills and genuine care and respect for needs of others;
  • Willing to work in the field as per need of the project activities including occasional overnight stays away from home base;
  • Established network of contacts with local government authorities in North is desirable;
  • Non-judgmental attitude and respect for GVC’s beneficiaries, other staff and people that GVC deals with;
  • Commitment to humanitarian principles and values;
  • Commitment to GVC equal opportunity and gender practices;
  • Experience liaising and collaborating with local government authorities in North Lebanon and Akkar in particular (desirable)
  • Previous experience working with humanitarian organisations (desirable).

 

EMPLOYEMENT CONDITIONS

  • Contract duration: 1 year full-time with possibility to renew (3 months of probation period);
  • Required Starting Date: ASAP;
  • Duty Station: GVC Office in Akkar with frequent travel to project areas;
  • Salary conditions: Grade 5 level 3 of GVC salary scale (from 1,500 to 2,000 USD net salary based on experience)
