Monitoring and Evaluation Assistant

The Monitoring and Evaluation (M&E) Assistant is responsible for all data collection and collation for IMC’s Programs.  She/he is in regular contact with field staff to monitor the collection of data and ensure accuracy and timeliness.  Furthermore, she/he will contribute to weekly/monthly progress and implementation reports under the supervision of the Senior M&E Officer and assist the M&E Departments with other program reports as needed.

 

The M&E Assistant will be responsible for monitoring activity progress according to project indicators and tracking implementation of quality improvement measures. The M&E Assistant will work with the M&E Senior Officers to design and implement program monitoring tools. Additionally, s/he will track project activity results in the achievement of its intended outputs in a timely manner.

Place in the Organization

The Monitoring and Evaluation Officer will report directly in to the Monitoring and Evaluation Manager.  Furthermore, the Monitoring and Evaluation officer will coordinate closely with the Health Coordinator, field teams, Program Development and Quality Manager, and Deputy Country Director to monitor and assess the quality of  activities and performance indicators. The M&E Officer will support the production of donor reports and other reporting needs in coordination with the Information and Reporting Officer.

The Monitoring and Evaluation Assistant will report directly in to the Monitoring and Evaluation Senior Officer according to sector (Senior M&E Health or Mental Health).  Furthermore, the Monitoring and Evaluation Assistant will coordinate closely with the field teams to monitor and assess the quality of activities and performance indicators. The M&E Assistant will support the production of donor reports through providing the requested data at field level

Primary Responsibilities

With guidance from the Senior M&E Officer and in close collaboration with departmental and field teams, the Monitoring and Evaluation Assistant will implement and support in the areas of data collection and internal reporting. The Monitoring and Evaluation Assistant will be providing support in monitoring and evaluating ongoing projects at field level.

Monitor the field activities based on project implementation plan through IMC monitoring and evaluation tools.

Conduct regular (weekly or monthly) visits to IMC field sites.

Assist in developing operational monitoring tools (checklists, questionnaires, databases, interview and survey forms, etc.)

Collect, enter, and analyze data on a monthly basis, depending on project requirements, while ensuring data accuracy and reliability.

Provide timely inputs for new initiatives and improvements on M&E issues to the management team.

Participate in the project’s quality and implementation, particularly through identifying weaknesses and strengths in IMC’s M&E issues, and report to the management team.

Participate in the evaluation of the project’s results and achievements.

Actively collaborate with Senior M&E Officers and provide inputs to develop databases on project activities and assist in regularly updating the database according to the project requirements

Actively participate in project implementation & coordination meetings.

Assist in developing technical concepts, guidelines, manuals, procedures, and concept papers on M&E issues upon request from the management team.

Provide inputs on project reports and publications upon request from the management team.

Prepare weekly/monthly schedule of monitoring and evaluation related activities.

Provide M&E verbal and written reports on a weekly basis to the management team

Data entry on Activity-Info and other data archiving platforms.

Aim to continuously develop personal and organizational expertise on M&E issues (using training, distance study, experience sharing with partners, etc.)

Support short-term M&E evaluators (consultants) and experts as required.

Support research and study activities on M&E related issues.

 

Reporting

  • Assist the Information and Reporting Officer in drafting monthly, quarterly, annual and/or semiannual reports, in conjunction with program team, according to donor requirements.
  • Prepare monthly and/or bimonthly reports for IMC headquarters, together with program departments, as required.
  • Provide full and detailed feedback to the field on reporting problems and solutions
  • Assist in the design of a comprehensive reporting system across the program while working with staff to ensure consistency and compatibility of information formats.

Assessments, Evaluation, and Learning

  • In coordination with program staff and/or external consultants, participate in the implementation of surveys or studies and analyze results to inform project design and program implementation.
  • Assist in the design and development of monitoring and evaluation guidelines and tools in a participatory manner.
  • Document program progress including lessons learned and success stories.
  • Share learning from M&E process with the wider team
  • Support in the development of proposals (particularly objectives, outputs, and indicators) and project targets as needed. 
  • Assist in training field staff on M&E tools and techniques, as needed.
  • Manage IMC’s health database in close coordination with the Health Information System consultant, and Health Information Officer to ensure the quality of Primary Health Care data and the adequate extraction and processing of data.

Other

  • Conduct regular (bi-weekly or monthly) visits to IMC field sites
  • Any other duties requested by line managers.
  • Adhere to all of IMC’s policies and procedures, including Code of Conduct and SOPs.

 

 

 

Qualifications & Experience

 

Minimum Qualifications

Minimum Qualifications:

Academic

Preferably a bachelor’s degree in Statistics, Development Studies, Social Studies or a related field.

Experience

Previous experience with field work is preferred. No prior work experience required. Fresh graduates interested in the M&E field are strongly encouraged to apply as this position is an entry level position.  Familiarity with NGOs or implementing organizations is preferred.

Language

Excellent command of written and spoken Arabic and English.

 

Desirable Qualifications

Great level of sensitivity and respect for vulnerable groups

Willingness to be on the field

Familiarity with data collection (Quantitative & Qualitative)

Basic knowledge of M&E processes and techniques

 Familiarity with refugee response, particularly the Syrian Crisis.

Ability to work in a team and under pressure of urgent deadlines
