The project “Work Access for Youth” (“Accès à l’Emploi des Jeunes") addresses youth
unemployment in Lebanon through the setting up and strengthening of a network of Guidance
and Employment Offices (GEOs) within both private and public technical schools. The network of
offices supports students of vocational schools (all specialties) to be placed in jobs, providing
them with one-to-one coaching on applications, visits to the industry and internship
opportunities, as well as extra-curricular courses to improve their competences and
employability. In addition, the creation of a social business, producing electrical panels and
providing different electrical works, allows graduates and workers without qualifications a paid
practical work experience to improve their chances for durable employment in the future. The
profits will be reinjected into the project. The project is mainly managed by Semeurs d’Avenir
(SDA), a local organisation, while IECD supervises the implementation.
The mid-term evaluation will only focus on the social business while the other aspects of the project nor the project management itself will be evaluated. Thus,This evaluation will focus on evaluating the management, the performance so far and the social value of the social business. The first part of the evaluation will specifically assess and analyse the performance (profit margin) of the social business from a purely business oriented aspect baring in mind that the activities have been launched in January 2017 (the previous period was being used to re-evaluate the market needs and opportunities). The second part of the evaluation will focus on the social aspects of the business in particular the business’ capacity to train and empower youth and support them in being integrated into to labour market. The third part of the evaluation will focus on recommendations and concrete steps to be undertaken by the social business to (further) improve its business and social performance.
The offer should include an outline of the methodology, a work plan with deliverables and detailed budget for the mandate as well as a motivation letter, CV and competences of the evaluator as well as references that shall be contacted. The evaluation shall take place between May and June 2018.
