Senior Non-Key Expert (SNKE)
to prepare and deliver trainings for a group of trainers to enhance the capacity of the social partners for collective bargaining (employer organisations, trade unions as well as NGOs) – Module 1 “Generic Training of Trainers” (SNKE 3.2.2a - up to 24 working days)

1.Background

The EU-funded Project “Promotion of Social Dialogue in Lebanon” aims to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of Social Dialogue in order to strengthen social protection and improve and enforce labour legislation.

This project is funded by the European Union under the “Social Justice Programme” (SJP), which is comprised of eight projects. The SJP programme’s objective is to advocate for democracy, human rights and social justice in Lebanon, promoting good governance and gender equality at its core. Overall, the SJP programme supports the strengthening of the institutional framework for the protection of human rights and the development of democratic governance in Lebanon.

The specific purpose of the Technical Assistance Contract between the EU and GOPA Consultants is to increase the capacities of the Ministry of Labour and Tripartite Social Partners to be promoters of social dialogue.

Three results have to be achieved in order to reach the purpose:

  1. Operational and legal framework for social dialogue developed
  2. Institutional and technical capacity of the Ministry of Labour and its tripartite social partners is reinforced to promote social dialogue
  3. Tripartite social dialogue and collective bargaining are promoted at national level

The project is implemented by the Ministry of Labour (MoL). Beneficiaries and partners of the project are the MoL- especially the Labor Inspection Department of the MoL- , the National Employment Office (NEO), the Economic and Social Council (ECOSOC), Employer Organizations, Trade Unions, Civil Society Organizations and other relevant stakeholders involved in Social Dialogue.

The Technical Assistance is provided by a consortium consisting of GOPA Consultants (Germany) as the lead firm and EPTISA (Spain). During the extension period in 2018, the Technical Assistance Team (TAT) consists of Key Expert 1 (Team Leader) and several, specialized Non-Key-Experts (NKE) for specific tasks.

The purpose of this TOR is to define the tasks and responsibilities of a Senior Non Key Expert (SNKE) to prepare and deliver trainings for a group of trainers to enhance the capacity of the social partners for collective bargaining – Module 1 “Generic training of trainers”.

The technical services will be delivered by the SNKE for a total of up to 24 working days, stretched over a period of five (5) months - see no. 6 below, time-line.

2.Context and relation of the assignment to previous activities

The participants in the training of trainers programme will mainly be selected from the group of participants in the previous training for social partners.

Between February 2017 and December 2017, representatives of the tripartite social partners already participated in training for social partners. This training was divided into two modules:

  • Module 1 – Management and soft skills
  • Module 2 - Legal and Institutional Framework of Social Dialogue and introduction to typical social dialogue subjects

Under Module 1, a series of 10 training workshops (in total 17 training days) were conducted for staff from the tripartite social partners during the period from February to August 2017

The training under Module 2 was conducted between September and November 2017 and consisted of six (6) units with a duration of six (6) training days in total.

3.Objectives of the assignment

A SNKE for Generic Training of Trainers is needed in order to prepare and deliver trainings for a group of trainers from the tripartite social partners (Ministry of Labour and other governmental bodies, employer organisations, trade unions as well as NGOs) to enhance the capacity of the social partners for collective bargaining.

Similar to the previous training for social partners in 2017, the training of trainers (ToT) programme will be divided into two modules

Module 1 “Generic Training of Trainers ”

This module will cover the generic principles and concepts of training for adults and the most important approaches to interactive training. It will focus on the learning and training cycle (analysis, design, development, implementation and evaluation of training programmes), with an emphasis on training design and participatory facilitation approaches

Module 2: “Specialist training of trainers for collective bargaining”

This module will focus on the form and outcomes of collective bargaining and the legal and policy settings in place to promote voluntary collective bargaining and social dialogue in general

The output from the ToT programme” will be a group of up to 20 trainers, competent in the design and delivery of training programmes for adults within their organizations, including training specializing on collective bargaining and social dialogue.

The focus of this assignment is solely on the preparation and delivery of training workshops under
Module 1 - Generic Training of Trainers, which should generate the following expected outcomes:

By the end of the Generic Training of Trainers, workshop participants ….

  • Are aware of the principles and concepts of training for adults and the most important approaches to interactive training.
  • Are able to identify and define training objectives and to plan training sessions
  • Know different methods and training techniques and experience their implementation
  • Identify the characteristics of the groups of trainees and have the ability to activate groups and communicate with them through training
  • Identify the characteristics of an effective trainer and the most important knowledge, attitudes and skills to be possessed.
  • Identify the communication skills of a trainer and practice them
  • Analyze the principles and ethics of the training.
  • Practice skills using the specific knowledge component they are assigned to.
  • Go through a specific knowledge curriculum and how to train others on it.

4.Methodology / Scope of work

In close collaboration with the Team Leader , the SNKE for “Generic Training of Trainers “ will prepare and facilitate at least six (6) Generic Training of Trainers  workshops for selected staff / experts from the tripartite social partners (at least 7, max. 14 persons in one group, up to 20 persons in total).

Based on the results and lessons learned from the previous training for social partners (Module 1), a detailed concept for “Module 1 - Generic Training of Trainers” will be developed, delivered and implemented by the SNKE.

An interactive, participatory and action oriented methodology, suitable for adults, will be the focus of this generic training of trainers programme. Accordingly, the participants will be trained as managers and facilitators of learning, who are able to identify and build upon learners’ existing knowledge and experience through a variety of participatory learning activities including facilitated discussions, directed group work and peer assessment of the output from group work activities.

In order to meet the expected outcomes, the Generic Training of Trainer programme will cover the following topics:

  • Identify your personal style and instructional strategies
  • Characteristics of Adult Learning (Assumptions and Principles of Adult Learners, Characteristics of the Adult Learner, Implications for the Trainer and the Learner)
  • Define and analyse Training Needs (TNA)
  • Interactive and participatory training techniques, tools and approaches for action-oriented learner-centred training; knowledge sharing techniques; facilitation skills
  • Designing Training Programmes (learning objectives, training plan/timing, develop training content, develop lesson plan / workshop scenario)
  • Use of Audio/Visual Tools: what to use and when
  • Group Management and positive approach (managing and coaching a group of learners)
  • Choosing the appropriate training method (from brainstorming, group work, exercises to case Studies; Advantages and Disadvantages, linking Training Methods with Principles of Adult Learning and Learning Styles)
  • Presenting and delivering effective training (Fundamentals of effective speaking, verbal and non-verbal components of communication, ways to get attention and keep interest
  • Training Evaluation: how to develop and analyze attendees’ evaluation
  • Training Ethics: do’s and don’ts

Considering the expected outcomes the workshop, the generic training of trainers will focus on participatory and action-oriented learning. Participants must have the opportunity to share experience and knowledge and exercise, what they learn. The workshops will be supported by learning material (articles, links, multimedia) and tools that will be made available to each participant both as hard copy and on a USB stick.

In specific, the SNKE will complete the following tasks under supervision and in close cooperation with the TAT:

  1. Develop a detailed concept for Module 1 “Generic training of trainers” (including objectives / expected outcomes, contents, choice of suitable interactive methodologies and verification of achievements), pertaining to the topics to be covered (see above). The training concept must cover at least 6 full training days and be presented to the TAT within 10 days after the start of the assignment
  2. Present the concept for the training of trainers programme to the project partners for approval
  3. Develop a detailed outline and timetable for the workshops under Module 1, based on the defined and agreed objectives and expected results / outcomes in EN Language
  4. Prepare the necessary learning and teaching materials (detailed agenda, handouts, exercises, group work, case studies etc.) for at least 6 training workshops and present it to the TAT at least 5 days ahead of the specific training dates. The Power Point Presentations and all exercises must be in Arabic, some of the supporting background material can be in English.
  5. Conduct / facilitate at least 6 generic training of trainer’s workshops with a duration of at least 6 full days. The training has to be conducted in the most possible interactive way with practical exercises, role games, video recordings for reflection etc.
  6. After each training workshop, conduct an evaluation and prepare short training report.
  7. After finalizing the training, present a final mission report covering the full capacity building action and all training materials attached.
  8. Present the main achievements and outputs of the mission to the EU Delegation and MOL  

This list of tasks is not be exhaustive, and additional works (similar to the nature of this assignment) may be required by the TL.

5.Deliverables

The usual place of work is the project office in Beirut within the premises of the Economic & Social Council (ECOSOC) in Downtown Beirut, the workshops will be conducted in premises of the project partners or in suitable hotels in Beirut.

The deliverables are as follows:

  1. A detailed concept for Module 1 “Generic training of trainers”, including objectives / expected outcomes, contents and choice of suitable interactive methodologies in EN Language
  2. Detailed outline and timetable for the workshops under Module 1, based on the defined and agreed objectives and expected results / outcomes in EN Language
  3. Power Point Presentations and other training materials (agenda, exercises, group work, background - INFO) for at least 6 training sessions, delivered at least 3 days before each training workshop to the TAT in AR Language. Exceptionally, back ground materials can be provided in EN language
  4. Training delivered in AR Language: At least 6 Full-Day Trainings should be prepared, implemented and assessed;
  5. A short summary and evaluation report after each training session (in EN language)
  6. A final report (in EN language), covering the full capacity building action and all training materials attached.
  7. Presentation of the main achievements and outputs of the mission to the EU and the MOL during a final meeting (power point presentation in AR language)

6.Time line and working days (up to 24 wd)

Works under this assignment shall be implemented in the period from February until June 2018.

In order to deliver all the services requested, in total up to 24 working days are foreseen. This includes all working days needed for preparation and implementation of at least six (6) generic train the trainer workshops (1-2 training sessions per month) and reporting.

In case of high interest and demand of the project partner to train more staff to become trainers, a second, parallel group might be opened and the number of workshops to be delivered by the SNKE increased. The No. of working days will increased accordingly in a separate agreement.

7.Language

All documents / reports to be provided in English; training materials has to be provided in Arabic, the training has to be conducted in Arabic.

A selection of other documents (e.g. background reading material in EN or FR) will be translated into Arabic by the Project, if needed.

8.Qualification and Experience of the Expert

Qualification and key competences:

  • University degree (at least on Master level), in public administration, sociology, economics, business administration, engineering, human resource development, project management or related fields
  • Excellent verbal and written communication skills in English and Arabic. French will be an asset
  • Excellent writing and editing skills in English and Arabic
  • Strong interpersonal and communication skills
  • Strong analytical and organizational skills
  • Understanding and application of the consulting principle of capacity development
    (proven by previous assignments and / or relevant further training)

Professional experience:

  • Minimum eight (8) years of relevant professional experience as trainer (conducting and facilitating training workshops with multidisciplinary participants), preferably in areas related to Social Dialogue
  • At least five (5) work experience / assignments in preparing and facilitating generic training of trainers workshops
  • At least three (3) work experience in organizing, managing and facilitating training workshops and capacity building measures in the public sector
  • At least one similar work experience as trainer for trainers in ENPI region is an asset
