Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare in almost 70 countries around the world. MSF offers assistance to people based on need and irrespective of race, religion, gender or political affiliation. When MSF witnesses serious acts of violence, neglected crises, or obstructions to its activities, the organisation may speak out about this.
Médecins Sans Frontières (MSF) began working in Lebanon in 1976 in response to the Lebanese Civil War, sending medical teams to the south of the country and Beirut. This was MSF’s first mission to a war zone.
Today, MSF is present in the North of Lebanon, the Bekaa Valley, Beirut and Saïda, offering, free and high quality primary health care services to people in need continually since 2011. This includes treatment of acute diseases and a comprehensive reproductive health package, in addition to mental health support and health promotion services. MSF also offers treatment for chronic diseases and runs three mother and child care centres across the country.
Following a Learning Needs Assessment study in early 2017, a need for a new management model was proposed as a way forward under a Change Management Project. The Change Management Project entails an analysis of the current Mission set up, structure and management practices. Deeper understanding of the cultural context of Lebanon shall be an important factor for the new operating model. Engaging with a Change Management consultant from Lebanon would highly benefit the mission to reach this objective. The project aims to explore innovative methods and design for the new management model. We believe this project will not only improve the overall efficiency of the internal management, organisation and communication, but may benefit other missions in the Middle East as a new operating model.
As the first project phase, MSF will engage with a local consultant for a total period of 1 month to work closely with the Senior Management Team to develop a new management model, identify new tools, new policies, guidelines to be developed and identify a set of trainings and workshops for the SMT to rollout during the implementation phase. MSF may decide to further engage with the consultant during the rollout phase following the outcome of phase I and further funding.
