ROLE PURPOSE: The Technical FSL Assistant will support the implementation of the community support projects focusing on water and livelihoods infrastructure projects (including water drainage canals, irrigation canal, construction activities etc.) as well environmental projects.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Technical project design
- Assist committees with the identification of community activities and the writing of proposals and budgets; and conduct community workshops with key stakeholders and leaders to ensure that priority projects are assessed;
- Conduct feasibility visits to ensure that technical feasibility of specific identified project is possible;
- Support the FSL officer through undertaking the CSP project’s assessment and design;
- Prepare a complete Bill of Quantities (BOQ) for the unit technically evaluated on the field; this will includes definition of items, describing the specifications, the quantity and the quality of materials required (including workers fees, machines renting, transportation fees…)
Programme Implementation
- Contribute to the registration and verification of beneficiaries by collecting appropriate data
- Conduct household interviews and focus group discussions to collect information, as needed
- Conduct trainings, sensitization and awareness sessions for beneficiaries and other stakeholders;
- Act as a liaison between communities and the Save the Children office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the FSL Officer
- Act as the focal point for Cash for Work and/or Community Improvement activities in specific municipalities and Informal Settlements and ensure transparency and accountability from community and committee leaders;
- Conduct regular monitoring to ensure beneficiary participation and transparency
- Assist in all internal and external meetings requested by line manager;
- Coordinates with Save the Children’s other sectors (education, child protection, health/nutrition and shelter) to ensure integrated and efficient programming, including ensuring the cross-referral of beneficiaries
- Contribute to weekly and monthly planning and submit regular reports to Officer
- Coordinate with logistics team to ensure that quality items needed for the project are procured;
- Participate in the distribution of beneficiary ID and ATM cards and in-kind items to pre-identified beneficiaries
- Ensure proper distribution of procured materials and equipment’s to exact destination with proper documentation;
Program monitoring
- Conduct daily field visits to potential CSP projects to ensure that proper technical implementation is in place and that the materials are effectively used;
- Conduct ongoing meetings with the municipality and technical personal following on the projects from the municipality’s side to ensure that technical challenges are shared and solved;
- Deliver daily reports detailing the exact activities monitored and technical challenges faced with solution implemented;
- Ensure final check on the project is in place and that a project completion certificate detailing the level of maintenance needed from the municipalities in specific area is in place;
- Ensure that data is available and properly documented;
- Conduct awareness sessions on Save the Children’s Feedback Mechanism System, and encourage its use
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
- Technical Diploma in Technical Construction or Interior design
- Not less than 2 years experience in an international NGO;
- Not less than 2 years experience in the construction field
- Familiar with Humanitarian principles.
- Experience in community mobilisation, conducting outreach activities, assessments, and/or distribution.
- Understanding of social welfare systems and child protection mechanisms.
- Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases.
- Good time management and organizational skills.
- Fluency in written and spoken Arabic (English language skills advantageous).
- Strength in interpersonal, communication and presentation skills and teamwork.
- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
- Familiarity with the relevant geographic areas.
