Emergency Response/ Fire Prevention Officer

Duties and Responsibilities

  1. Conduct an assessment of previous fire prevention intervention
    1. Assist in the design and testing of survey and assessment formats to ensure that they meet the needs of Concern and can be readily applied at household level;
    2. Conduct assessments in different parts of Akkar ensuring data integrity and adherence to agreed methodology and formats;
    3. Data collection from past project and from participants;
    4. Preparation of analysis of information and reports of assessment;
    5. Participate in additional information gathering and assessments as required.

 

  1. 2.Provision of  training sessions to target communities in informal settlements
    1. Preparation of training following best practices and in line with Shelter working group’s guidelines;
    2. Identification of area of intervention following need and gap analysis;
    3. Creation of community fire-fighting team in IS when feasible;
    4. Delivery of training to fire-fighting team but also to most vulnerable people in the IS, including children (incl. hazard walk, fire definition and causes, response, evacuation strategy and protection of the most vulnerable);
    5. Provision of adequate fire-fighting kits after tendering of equipment;
    6. Post-distribution monitoring;
    7. Produce weekly/daily progress reports on the training activities and beneficiary participation as required.

 

  1. Participate to emergency response in IS and housing units in relation with shelter assistance
    1. In coordination with the Shelter team, support Concern to meet its minimum quality and accountability requirements in emergencies;
    2. Conduct technical assessment following emergency at the request of shelter Team Leader;
    3. Report on needs and assistance required;
    4. Delivery of shelter kits  to people in need living in IS or sub-standards housing units;
    5. Identify the skills and promote self-help approach within the refugee populations
    6. Provide technical input in the installation of shelters;
    7. Facilitate communication flows between refugee leaders and Concern staff by providing timely information as required;
    8. Participate to the referral system of Concern enabling people in need to access the adequate services.

 

  1. Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Concern Code of Conduct.

 

  1. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

 

  1. To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)

 

  1. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required

 

Skills, Qualifications, Experience and Attitude Required

  • Bachelor’s degree in education or social sciences, psychology or in construction/related technical qualification
  • Minimum of one year experience in humanitarian organisation, preferably in education, teaching, community mobilisation or construction
  • Experience with fire prevention and preparedness and Disaster Risk Reduction is highly desirable
  • Familiarity with the minimum construction standards for camps (eg., Sphere)
  • Strong mediation skills and ability to work independently
  • Strong empathy skills and genuine care and respect for needs of others
  • Fluent in Arabic, strong written and spoken English
  • Report writing skills and computer skills in word processing and spreadsheets
  • Experience in conducting surveys, managing data and statistics is desirable
  • Willingness to stay on site and travel to informal settlements all the time
  • Strong commitment to ensuring the protection of refugees
