Shaping a stronger Oxfam for people living in poverty.

Background:

The Livelihoods & Advocacy Network Officer position will support the programmatic management and partnership aspects of the project, entitled “My Work, My Rights” financed by the Swiss Development Cooperation. As a key role within the project, the position will be based in Beirut, with regular travel to programme sites. He/she will support and assist the Project Manager in the effective management and building of relationships with partner organisations and other civil society organizations, provide assistance to the project at every stage of the project cycle, including some level of exposure to budget management, providing inputs to high quality programme plans as requested (incl. MEAL and procurement plans, progress and donor reports), participate in ensuring appropriate monitoring and project quality, and when needed, supporting internal and external learning and representation. In addition, the Officer will work closely with the PM to identify new opportunities and project ideas in line with the thematic area.

Team Purpose

To support local civil society organizations in mobilizing around labour issues to improve the protection space for individuals involved in the formal and informal labour market in Lebanon, in accordance with international human rights law, workers’ rights and labour safeguards. Working closely with partners, Oxfam aims to reinforce workers’ rights and protection through a monitoring, service provision and nation-wide advocacy campaign that aims at reforming labour policies.

Oxfam in Lebanon is increasingly working at local, national and international levels to improve the protection of civilian population in situation of insecurity and displacement. The Officer will be part of Oxfam’s efforts to bring about improvements to the safety of civilian population in Lebanon, as well as local and national change in the access to decent job for all.

The post-holder is part of the Economic Justice programme team, reporting to the Livelihoods and Advocacy Network Project Manager, and is expected to work closely with the Oxfam Policy and Active Citizenship and Governance teams towards common objectives.

 

 

Job Purpose - Key Responsibilities and Accountabilities

  • Support the PM in preparatory stages of the project, and all steps in start-up.
  • Assist in the implementation of the intervention in collaboration with other Oxfam colleagues and local implementing partners;
  • Meet partners and network members on a regular basis to discuss project activities.
  • Assist the PM/partners in launching a subgrant scheme in support of project objectives & priorities.
  • Monitor partners’ progress and receive, review and provide feedback to partner reports and research.
  • Support the PM in spending the budget in line with project objectives, and within the timeframe;
  • To report regularly, verbally and in writing to the Livelihoods and Advocacy Network Project Manager on a regular basis on programme progress and highlight any challenges and propose solutions;
  • Provide the PM with inputs for donor and internal reports, and other ad hoc requests for information.
  • Support the PM in ensuring programme quality and engaging in strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews;
  • Work with partners to develop and implement realistic performance & development plans;
  • Support the PM in enhancing (or arranging for the strengthening of) technical and organisational capacities of partner organisations.
  • Provide support to the PM on developing an exit strategy, and ensuring sustainability of the network.
  • Represent Oxfam in conversations and activities with partners’ networks, as required.
  • Cooperate with the advocacy and policy team in designing, organising and preparing advocacy and learning events, as requested.
  • Support PM in the coordination of other livelihoods, protection and advocacy actors in the country and promote forms of synergy and cooperation, as required.

Technical Skills, Experience & Knowledge

Essential

  • Bachelor’s degree, preferably in law, human rights, or a similar field.
  • 3-5 years’ experience in development/humanitarian response work in conflict environments, or protracted crisis, and experience in policy and advocacy work.
  • Demonstrable experience in community and civil society engagement, including with local authorities.
  • Previous experience working in livelihoods programmes, or similar domain, in Lebanon or in region.
  • Proven experience working with civil society organisations, in collaborative and formalised partnerships, including for capacity development and/or in support of nation-wide changes.
  • Skills in organizing and facilitating meetings, roundtables and conferences as requested.
  • Excellent written and verbal communication skills, and ability to articulate key issues in meetings, reports, articles, etc.
  • Good written and spoken English and Arabic are essential.
  • Good conceptual and practical understanding of legal frameworks, legal practices, and of the key stakeholders as it relates to access to decent jobs. 
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Capacity to deliver substantial workload in a timely manner.
  • Understanding of monitoring processes, learning, and evaluation.
  • Commitment to humanitarian principles and action.
  • Possess a high level of adaptability and initiative.
