MEAL Deployment

  1. Background

Building on core Shelter, WASH, protection, and economic empowerment programs, CARE has developed an urban-specific community-based approach in Lebanon to improve the living conditions of vulnerable refugee and host communities. The One Neighborhood Approach considers whole neighborhoods as an ‘entry point’ for assistance. Interventions target extremely vulnerable families (refugees and host community members) living in risky conditions in poor neighborhoods by providing integrated assistance to address vital needs, protection issues and health and safety risks. Activities target both Syrian refugees and vulnerable Lebanese host communities in order to improve the sub-standard living conditions of families at risk and to facilitate community engagement and social stability.

CARE has developed a strong MEAL unit over the past 3 years of operating in Lebanon. It has focused on making learning from its program a standard practice.Currently, CARE in Lebanon is looking for a rapid deployment to cover a MEAL manager vacancy.

 

  1. Scope of work / role

The MEAL specialist will work with the team and DCD-P to achieve these specific goals:

  • Update MEAL framework and Theory of Change for CIL in line with CARE International standards and policies
  • Ensure all new projects have M&E frameworks, log frames are viewed and approved, and M&E project plans in place
  • Lead on internal/external support on indicator reporting through updating internal dashboards, providing data to projects on achievements, and contributing to internal reporting within the CARE wider network, and externally for donor reports and activity info reporting.
  • Feed into any project proposals by designing log frames and/or leading on any needs assessments
  • Support MEAL team providing technical expertise when needed
  • Lead project learning through support MEAL team on internal lessons learned and managing external consultancies
  • Produce periodic M&E reports for internal and external stakeholders to ensure programs have accurate and useful data to inform project development.
  • Provide MEAL training for partners and CO staff
  • Contribute to program design and strategy sessions as needed

  1. Qualifications

Minimum qualifications required:

  • Master degree in a relevant field: social sciences, public administration, gender studies, political sciences or development studies.
  • The candidate should have at least 5 years of experience in M&E of humanitarian and/or development projects
  • Proven skills in partnership building, influencing and negotiating with a range of actors.
  • Have worked in urban contexts before
  • Fluent in English and preferably Arabic
