POSITION: Capacity Building Officer (Two Positions)

DURATION:  1 year

LOCATION: Beirut based with regular travel to Mount Lebanon, North, South and Bekaa

 

ABAAD PURPOSE:

ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.

 

JOB PURPOSE:

The capacity building officer position will design, develop, and implement a comprehensive capacity development activities and strategies.

 

REPORTING LINES: Post holder reports to: Senior Director of Programs / ABAAD Director

 

KEY RESPONSIBILITIES:

  • Conduct a capacity needs’ assessment/KAP with targeted members to identify level of their competencies, skills & attitudes towards topics of the training;
  • Develop a training and coaching plan based on KAP findings. The final training methodology & content will be tailored accordingly and results to be shared with ABAAD’s management.
  • Implement the training plan: for each training, to define the learning outcomes, to administrate the pre-posttests, and to ensure using the competency progress checklist;
  • Develop an individualized coaching plan based on findings of post-tests results (administered after the trainings), to respond to the identified post-training needs & gaps. This coaching plan might vary from one on one coaching session on a bi-weekly basis or/ and weekly basis) or could be performed centrally. 
  • Use a Supervision/on-job coaching checklist throughout the process for monitoring and follow up. The coaching plan might be revised based on coaching checklist;
  • Deliver all assigned capacity development-related activities for ABBAD and other partner NGOs and their networks on different topics (Gender & GBV, GBV case management, safe identification & referral, etc…) and on agreed-upon tools whether produced by ABAAD or other GBV actors in the duty station of targeted trainees;
  • Work closely with selected local partners to ensure adequate capacity is built in various areas of the program;
  • Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies;
  • Ensure flexibility and high quality of the capacity development support provided to the partners and ABAAD; 
  • Lead in program monitoring, evaluating, learning and provide a narrative comprehensive report after completion of each training;
  • Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation;
  • Contribute to the development of annual work plans, performance monitoring systems and tools;
  • Conduct monitoring visit in the field in cooperation with the officers, provide recommendation and support the implementation of CM/PSS activities;
  • Contribute to routine weekly and monthly reporting, as required;
  • Oversee logistical and financial arrangements for all training activities to ensure their smooth implementation;
  • Provide recommendations for follow-up and for future capacity building activities;
  • Ensure that CM programs are well integrated with the PSS activities, including by providing trainings to PSS staff and ensure that PSS programs are well integrated with the case management activities;
  • Review Arabic/English versions of all CM/PSS related documents, toolkits and guidance and update them on yearly basis;
  • Support in the provision of additional training related to CM/PSS issues Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance;
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance;
  • Conduct any other tasks requested from direct line manager;
  • Represent ABAAD at external meetings upon request;
  • Assisting in all Abaad’s programs as deemed necessary.

 

SKILLS AND COMPETENCIES:

  •  University degree in Social Work/Psychology or related field;
  • Minimum five years of experience in capacity building, INGO is required;
  • Experience in GBV, working with children, case management and in emergencies is mandatory;
  • Experience in working in a cross cultural environment mandatory;
  • Excellent interpersonal skills and team management;
  • Previous experience in developing training manuals, tools, etc.
  • Excellent in training and coaching skills;
  • Belief in ABAAD’s mission and vision;
  • Respect for ABAAD Code of Conduct, CPP and its PSEA Policy;
  • Languages: Fluency in spoken and written Arabic and English, clear and concise reporting is strongly preferred;
  • Must be computer literate, including Microsoft Word and Excel;
