Protection Program Manager

Who are we

Job Description:

Programme Development and Technical Support

  • Ensure a coherent approach to quality Psycho social Support (PSS) programming in line with the IASC MHPSS pyramid.
  • Ensure a gender transformative approach across all activities
  • Provide technical support to case management activities (Child Protection & GBV) and ensure implementation is in line with national SOPs and international standards.
  • Develop and expand Concern‘s Protection Strategy in Lebanon as appropriate through the identification of needs and gaps and sourcing recourses to fill those gaps as necessary.
  • Provide technical support to Managers on how to integrate protection into their programmes and strengthen the capacity of key staff to analyse situations in protection terms.
  • Explore the possibility of working with local partners
  • Ensure continuous learning by applying lessons learned to the ongoing implementation of the programme.

Programme Management and Monitoring & Evaluation

  • Oversee the daily management of the programme in line with agreed work plans and objectives.
  • Manage the Protection programme information management tools, ensuring relevant work plans, tools and resources are adapted and refined to meet programme objectives.
  • Provide regular progress reports on achievements against programme designs and other updates as necessary. 
  • Ensure the effective management of donor grants and prepare re reports as required.
  • Participate in the design and application of Quality and Accountability initiatives in the Concern country programme.

Financial Management:

  • Manage the Protection programme budget in Lebanon, ensuring that programme expenditure is maintained and managed as per agreed budgets.
  • Ensure that Concern and donor financial systems are adhered to.
  • Participate in the budget planning and revision exercises on a regular basis in coordination with the Finance team, ensuring the Protection budget and expenditure is accurate and realistic.

Team Building and Human Resource’s management

  • Oversee the recruitment of suitably experienced and skilled staff to implement the programme.
  • Provide training, mentoring and support to local stakeholder and partners as relevant in order to strengthen local capacity and sustainability to provide response services.
  • Capacity build a team with a range of skills and experiences that are identified and harnessed for the successful delivery of the programme.
  • Ensure Performance Reviews are carried out on a regular basis with team members.
  • Ensure all staff are aware of, adhere to and promote Concerns Programme Participant Protection policy and Code of Conduct, including training for staff and partners.

Coordination, representation and advocacy

  • Proactively participate in Protection, SGBV, Child protection, MHPSS, and other relevant coordination meetings, task forces, and build productive relationships with those actors to better understand the context, needs and priorities of target population.
  • Promote good understanding among other sectors, partners and communities about the program.
  • Develop and maintain strong working relationships with all stakeholders – including government Ministries, community leaders, NGOs, UN agencies, and Community Based Organizations to enhance multi-agency and multi-sectoral cooperation and coordination.

Other

  • Undertake other related duties as may reasonably be assigned by the Programmes Director, Programme Development Coordinator or Country Director.

Your skills and experience will include:

  • Master Degree in Psychology (clinical and counselling), Social Work, International Human Rights, International Law or other related field.
  • Minimum of 3 years’ post-qualification experience working on a Protection or GBV prevention programme within an international context, preferably the MENA Region.
  • Minimum 2 years’ experience of developing and managing a multi-disciplinary team of at least ten staff.
  • Excellent team management skills.
  • Demonstrable experience in all stages of Project Cycle Management.
  • Experience in designing, managing psychosocial support programmes in an emergency context.
  • Experience in developing staff capacity both on technical and management aspects
  • Experience managing large and multi donor (e.g. USAID, ECHO, DFID) programme budgets
  • Strong written and verbal English communication skills. Arabic language skills preferred.

We would also like:

  • Experience in clinical counselling psychology, or psychotherapy and counselling for social workers.
  • Knowledge of development issues and concepts.
  • Ability to work under pressure to meet tight deadlines

  • Good Communication and negotiation skills
  • A good understanding of computer applications i.e. Microsoft word, Excel, communications systems and basic trouble shooting skills.

  • Proven organization, planning and management skills
  • Ability to work on own initiative and lead diverse teams
