SUMMARY
The Field Engineer will ensure day-to-day field supervision and coordination of all engineering works taking place during the lifetime of the project, focusing primarily on water and sanitation systems. The project will provide access to improved water and sanitation services for vulnerable Syrian Refugees and host communities. The Field Engineer will maintain impartiality and neutrality in dealing with all stakeholders. He/she will be responsible for the day to day Project implementation that focus on increasing access to safe water and sanitation services/facilities to Syrian refugees and host communities. This will also include municipalities engagement, scale up & sustainability, promotion of Syrian and Lebanese participation in project activities.
RESPONSIBILITIES, MAIN DUTIES AND REPORTING:
- Latrine Installation and Rehabilitation:
- Analyze carefully the assessment data gathered by the HP team in order to understand the communities need on latrines, water tank and grey water pits.
- Inspect all WASH Infrastructure and provide certification reports
- Mapping, report and monitor expenditures, budgets, and track activity expenses.
- Follow up on latrine installation and pit construction in IS and out-of-IS
- Follow up on grey water pit construction
- Follow up on rehabilitation of existing latrines.
- Oversee day to day project implementation and ensure effective and timely completion of the WASH intervention according to project specifications and standards.
- Supervise the implementation of the technical components of the project; ensure proper project implementation, full compliance with required standards and specifications.
- Conduct WASH facility assessments to determine scope of work, resource requirements, and estimated costs.
- Monitor WASH intervention progress as per regulations and standards
- Prepare weekly field plans/reports to be submitted to the WASH Manager
- Jointly with other WASH team members, conduct emergency assessments and Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring, consolidated list of beneficiaries, photos etc.
- Identify equipment and material needs by developing detailed bill of quantities (BOQ), and in co-operation with the logistics team assess what is available in the local market.
- Follow on and update technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide SAWA Group WASH Infrastructure through interventions, drawing from international best practices, along with field specific observations.
- Conduct trainings for project staff and refugees on WASH infrastructure monitoring, operations, and maintenance.
- Development, support, capacity building and training of volunteer labor “Reparation and Rehabilitation Groups” in all SAWA intervention areas.
- Other duties as assigned by the WASH manager
REPORTS TO:
- WASH manager.
- UNHCR focal point.
- Appropriate referral methods when required.
EDUCATION AND BACKGROUND:
- Bachelor or Master of Science of Engineering (BE) or (MS) in Civil, Agriculture, or Mechanical (Fluid Mechanic) possibly with specialization on water, or related technical qualification.
- Master degree in Engineering (ME) is desirable; At least 3 years of previous experience (Tender procedure, Bill of Quantity, Planning, Budgeting, Evaluation and Monitoring, Reporting).
- Previous work in NGOs will be an asset: Familiarity with Human Rights, Capacity Building, WASH Engineering according to SPHERE.
KNOWLEDGE, SKILLS AND ABILITIES:
- Familiarity with Lebanese and SPHERE water sector and construction standards;
- Proficient in AutoCAD and ArcGIS;
- Excellent knowledge of Microsoft office;
- Strong capacity building and facilitation skills;
- Familiarity with Informal Settlements (ISs), construction of decentralized sewer system, single unit pit, latrines, grey water system and water tanks installation;
- Excellent written and oral communication skills and English and Arabic;
- Experience in community based approaches;
- Experience in water quality testing and monitoring is desirable;
- Good track record of managing;
- Ability to work in and contribute to team building environment;
- Ability to be pro-active with tasks and duties, foreseeing challenges and delays;
- Ability to negotiate and assist in the resolution of disputes/conflict;
- the ability to confront and discuss sensitive issues with respect and care;

EMPLOYMENT CONDITIONS
- Contract duration: 9 months full-time with possibility to renew;
- Having a valid Lebanese/International driving license is a must;
- Required Starting Date: April 2018;
- Work 60% in field in three different cadastral, and 40% in the office;
