About Lebanon Support
Lebanon Support is an independent non-governmental, non-religious, non-political, and non-profit making information and research center. Established in 2006, Lebanon Support was registered as a National Non-Governmental Organisation in November 2008 (registered under the number 168/2009 AD). Lebanon Support aims at enhancing civil society capacity, efficiency, and effectiveness through the creation of public spaces for reflection, collaboration and debate on and for civil society in Lebanon. Lebanon Support adopts a multidisciplinary approach and evidence and fact based methodologies in civil society work in Lebanon so as to support and develop a civic voice and a better impact towards better accountability and societal change in Lebanon. Within this framework Lebanon Support focuses on information and knowledge sharing and management, production and delivery; as it is within Lebanon Support’s beliefs, that information and knowledge are at the heart of developing adequate strategies and interventions to reduce existing vulnerabilities and marginalisation in the country.

 

Background
Lebanon Support is currently implementing three main programmes: Daleel Madani, launched in 2006, an online collaborative platform for civil society news and services; and the Civil Society Knowledge Centre, launched in 2013,  is the first and most developed online platform for research and knowledge management for civil society organisations, professionals, academics, and activists in Lebanon; The Civil Society Incubator, officially launched in 2016, which provides tailored support and mentoring to civil society actors in Lebanon.

 

Main Tasks:

The Programme Coordinator ensures the overall, strategic and  day-to-day management of the Civil Society Incubator program and its smooth functioning. The Programme Coordinator is the technical lead and supervisor of he Civil Society Incubator program.

Under the direct supervision of the executive team, the Programme Coordinator’s main tasks include:

 

Programme Management

Establish and maintain systems for program and project/s operations in accordance with Lebanon Support policies and procedures, as well as donors requirements;

Establish work plans, set performance targets and indicators, and identify challenges and strategies to achieve programme aims in coordination with the relevant team members;

Manage the programme information management tools, ensuring relevant work plans, tools, and resources are adapted and refined to meet programme objectives;

Provide regular progress reports on achievements against programme designs and other updates as necessary. Track deliverables and communicate the project's progress to the Head of Research, as well as external partners and donors;

Lead on the preparation and submission of reports (narrative, financial, etc) as per grant agreements, following up closely with the project team and submitting to donors and management;

Oversee the implementation and maintenance of M&E tools and frameworks;

Ensure continuous monitoring and evaluation of programme, training and activity sessions (including in-person visits and reviewing activity reports) to ensure plans translate into practice; and provide constructive feedback to improve future activities;

Provide technical guidance and oversight to the incubator programme, including development of training and capacity building material, as well as programmatic documents such as programme framework and strategy;

Development and review of programme related materials, tools, maintaining quality and consistency;

Employ resourcefulness in project design, implementation and monitoring. Troubleshoot project problems, and identify and implement creative solutions;

Ensure implementation is in compliance with Lebanon Support’s internal policies as well as donors’ policies and procedures;

Manage the programme budget, ensuring that expenditures are managed as per agreed budgets and ensuring that Lebanon Support and donor financial systems are adhered to;

Follow up on the project finances, human resources, assets, procurement, logistics and administrative matters in close coordination with the Administration and Finance Department, ensuring effective use of resources and compliance with rules and procedures as well as with donor or fund requirements;

Coordinate events and trainings ahead of time (including all materials needed), in close coordination with the Communications Department;

Recruit external experts and trainers, and follow up on them, including: assisting and/ organising meetings with the consultant, preparing meetings materials, and taking minutes during meetings;

Maintain a filing system for all projects related documentations;

Ensure proper communication and coordination with team members in order to achieve work efficiently;

 

Resource mobilisation, fundraising, and programme sustainability

Develop a resource mobilisation strategy and action plan for Lebanon Support , and establish a process of implementation of the strategy and action plan;

Develop sustainability plan and strategy for the programme, in line with the Lebanon Support overall 5 year strategy;

Identify Identify key funding priorities and funding sources, and develop high quality proposals in collaboration with other team members;

Leadership and human resource management

Lead and manage a team, to ensure high levels of motivation, commitment, capacity, and teamwork;

Oversee the recruitment of suitably experienced and skilled staff to implement the programme;

Provide training, mentoring and support to team members as relevant;

Ensure Performance Reviews are carried out on a regular basis with team members;

Ensure all staff are aware of, adhere to Lebanon Support’s Internal regulations;

 

Building partnerships

Be the main contact for the programme with donors and project staff and oversee all programme activities;

Ensure close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements;

Forge strategic partnerships with donors, universities, as well as other relevant organisations;

Develop and implement partnership documents, including policies, data and info sharing agreements, etc.


In addition to the above, the Programme Coordinator will perform other duties as needed.

 

Required Qualifications

Master’s degree in NGO Management, Development, or relevant disciplines from an accredited University.

Minimum 5 years of working experience with CSOs in Lebanon, focusing on capacity-building (curricula development, trainings, etc.) and Project Cycle Management; technical expertise in program management and education is required.

Excellent written and oral communication skills in Arabic and English are a must, French is as asset.

Ability to be flexible in working hours, and work on the weekends when necessary.

High ability to analyse and address the local needs and challenges CSOs face in Lebanon.

Strong analytical, organisational, and strategic planning skills with an ability to think critically and creatively.

Ability to foresee challenges and delays to mitigate risks.

Proactive and autonomous with tasks and duties.

High ability to work calmly and efficiently under pressure, prioritise tasks and meet tight deadlines.

Excellent interpersonal problem-solving skills.

Ability to respect and maintain confidentiality.

Excellent knowledge of Microsoft Office, Google Drive, and email.

Non-judgmental attitude and respect for Lebanon Support’s partners, other staff, and people that Lebanon Support works with.
